FH lodge FIR against two Kuki-Zo academicians and Author of Anglo-Kuki War 1917-1919 book

Imphal: The Federation of Haomee has lodged an FIR at Imphal West Police Station against the author of the book, The Anglo-Kuki War 1917-1919, Retd. Col (Dr) Vijay Chenji and two Kuki-Zo academicians under anti-social activity on Monday, August 7 at 4:30 pm. Asst. Professor Jangkhomang Guite, Centre for Historical Studies, Jawaharlal Nehru University, New Delhi and Asst. Professor Thongkholal Haokip, Centre for the study of Law and Governance, Jawaharlal Nehru University, New Delhi, who are the editors of the Anglo-Kuki War, 1917-1919 book have been charged with FIR No. 661(8)2023 IPS u/s120/121/123/153-A/200 IPC and 649(8)2023 IPS u/s120/121/123/153-A/200/120-B IPC respectively.

The FIR in Imphal West Police Station for legal recourse in the interest of the State against the two JNU academicians and the author was filed by Y. Vicisy Shimray of New Canaan Village, Ukhrul District Manipur; Sapam Cha Jadumani of Pishumthong Olnam Leikai, Imphal West and Dr. K. Heera Kabui of Namdulong, Kabo Leikai, Impha East.

The two FIR were filed under the offence/Section, Concealing design to Commit offence, Waging war against the Government of India, concealing with intent to facilitate design to wage war, promoting enmity between different groups, using as true such declaration knowing it to be false with criminal conspiracy.

Sub Inspector S. Basanta Singh, and ASI Th. Saratchandra Singh have been given the charge to investigate the case.

The FIR accused that the book The Anglo-Kuki War 1917-1919, edited by the above duo has without any factual basis and evidence claimed the armed Kuki-Rebellion (1917-1919) as Anglo-Kuki War, thus making it a concocted fictional War that is being falsely disseminated widely creating an environment against public tranquility and peace in the State. This has been done largely on the biased view of one community against the facts and history. That, there was no Anglo-Kuki War in the History of Manipur and in the history of United Kingdom. It was only an armed rebellion called Kuki-Rebellion for two reasons.

  1. Strong opposition on the part of the majority Kuki Tribes to recruiting for Labour Corps. It is clearly stated in the Administration Report of the Manipur State for the year 1917-1918 page 2 column 5 enclosed photo copy as Annexure I for kind reference. It was not a Kuki-Rebellion but massacre of Nagas, Koms of the hills and Meeteis & Mahomedans of the valley.   2. One Chingakham Sanachaoba who claims himself as the brother of Maharaja instigated and used the Kuki sepoys to dethrone Maharaja Churachand which was suppressed. It was clearly stated in the report by the Hon’ble Mr. J.E. Webster, C..E,I.C.S, Chief Secretary to the Chief Commissioner of Assam submitted to the Secretary to Government of India, Foreign and Political Department, Political Branch, No. 6310P Shillong dated 27th June, 1919 photo copy enclosed as Annexure-3. The FIR letter to the Police Station further read, in the subject it was clearly written as “I am (J.E Webster) directed to submit for the orders of the General in Council, the cases of the 13 of the principal rebel chief arrested in connection with the Kuki Punitive measures, which have just been brought to close. The arrested Chiefs were charged as mentioned below: They organised opposition to recruiting to Labour Corps even before coolies were actually sent for. They all took part in the armed rebellion against the Government.

Further, the FIR letter said, it is pertinent to mention that the very rebel leaders in their application to The Commissioner, Surma valley and Hill districts stated that they wrongfully fought with the Government on account of deceitful conduct of Manipuris Linbus and Chingakham San Chauba Singh. And thus requesting the mercy of the Government from punishment and also pledging their allegiance and that no such rebellion shall be repeated. That, in the light of the above established facts from perusal of the books and official records, it is clear that the author has concocted many lies intentionally to usurp a historical facts and distort history for personal gain and in favour of a particular community which has resulted in grave offences against India and United Kingdom. That, the action of the author amounts to very serious crime against the State and the people attracting various provisions of the IPC in the form of Sections 120,121,123, 153 (A) and 200, the FIR letter said.

The Federation of Haomee in the FIR letter prayed that necessary action against the author be initiated and distribution of the book be banned for the ends of Justice and Peace in the Country.
