“Kukiland is a proposed separate state for the Kuki people which began in the 1980s and re-surfaced in the aftermath of the 2023 Manipur violence. The Kuki State Demand Committee supported by Kuki National Army has demanded a separate state covering 60% of the area of Manipur, including Southern Manipur and surrounding areas of Sadar Hills.[91][92]”

The jurisdictions of Ukhrul and Kamjong Districts; Tamenglong and Noney Districts; Senapati District, including vast majority of the Sardar Hills; Chandel and Tengnoupal Districts are claimed by the Nagas of Manipur as predominantly Naga district areas.

The United Naga Council issued a statement on August 21, 2023, vehemently opposing the inclusion of “disputed” territory in the proposed Kuki-Zo administration. UNC had stated saying “the Nagas are taken aback by the blatant lies, lop-sided history, and fabricated information contained in every statement and memorandum issued by the Kuki-Zo community, which is tantamount to distortion of Naga history and insult to the Naga people.”

The UNC’s statement was in response to the memorandum submitted by the 10 MLAs of Kuki-Zo to the Prime Minister of India on August 16, 2023, demanding the creation of the posts of Chief Secretary and Director General of Police or equivalents.

In August 2023, it stated, “UNC would like to set the record straight that the recent blatant attempt of Kukis at distorting the history of the Kuki rebellion of 1917-1919 as the Anglo-Kuki War to legitimize their imagined Kuki homeland within Naga ancestral homeland is one of the classic examples of their habitual lies.”

The UNC then made its stand crystal clear: “With regard to land, the Nagas’ opposition to the creation of new districts in 2016 remains alive [the creation of 7 news districts by then then Government of Manipur under the leadership of then Chief Minister Okram Ibobi Singh] as an unfinished issue. Of the districts, the ones carved out from Senapati and Chandel districts are the handiwork of the Congress government’s appeasement policy carried out in the name of administrative convenience.”
