District administration Ukhrul highlights developmental works

The district administration headed by Joseph Pauline Kamson, IAS shared the various development programmes taken up in the district in his Republic Day speech at Ukhrul. 

He said the district has strived hard to generate 59.09 average mandays for MGNREGS Job card holders till date which is among the highest in the State, and has successfully created liabilities with expenditures of Rs.41,23,92,213/- for the year 2020-2021 till date. 

Under PMAY-G, 1297 rural houses have been constructed, and another 1506 houses will be constructed this financial year at a unit cost of Rs.1,30,000/- per beneficiary.

Other infrastructure development works are being taken up under BADP, MSDP, MLA-LADP & MP-LADS among others by DRDA, Ukhrul. Water supply schemes under Jal Jeeven Mission, Non- Lapsable central pool of Resources, New development Bank are being taken up, and 2(two) Important water supply are being proposed under North-Eastern States Infrastructure Development Scheme(NESIDS): (1)Water Supply for Ukhrul District Headquarters by constructing Dam at Langdang Village for promoting Tourism at Ukhrul District at a estimated cost of Rs. 9983 lakhs, and (2) Water Supply Scheme for Paorei Village for promoting Tourism at Ukhrul District at a cost of Rs. 2359 lakhs. 

While under SBM, 22,207 Individual Household latrines have been constructed, and 119 Community Sanitary complex latrines are being constructed, and under JJM it aims to provide Functional Household tap connection to every household by March, 2022.

Commenting on tap water, he said 100% coverage of tap water has been achieved at Tusom CV Village, while Tanrui/ Leisan Village is following next. More Villages will be covered in the coming days and months to meet the target set.

For rural connectivity under PMGSY, 65 numbers of works have been taken up since 2017-18 at a sanction cost of Rs. 39,917.

5 lakhs for a total road length of 738.89 kms and bridge length of 256.97 metres. 

He further said that Ukhrul District Community Resource Management Society (UDCRMS) earlier NERCORMP is implementing 21 projects at a total cost of Rs. 6196.59 lakhs funded by NEC, NABARD, MSME,AAI & DECL under CSR, some of which include construction of Khasimla Women’s Market at Naga Gate, Hungpung, Subji Mandis, wayside Amenities at various locations like Patkai Christian Academy Junction, Muirei & Ramrei Eco Tourism Development, Khayang Eco Tourism Development, Resource Centre at Hungpung, Indoor Stadium at Somdal, Road from Yaingangpokpi to South Lousing, Synthetic football turf at langdang, among others.

Referring specifically on developmental works, he said various works are also being under taken by other line departments for the welfare of the district. To mention a few, ADC, Ukhrul is taking up various infrastructure development works with funding from Centre and state finance commissions, SIDF, Grants-in-aid etc. under the devolution of powers to strengthen local Self Governing Institutions. 

Forest, PWD, MSPDCL, Social Welfare, Medical, Education and other departments are equally taking up culture schemes and programmes with funding from Central as well as State Governments, he added. 

On the connectivity issue, he opined that the Govt. of India, Ministry of Road Transport and Highways is taking up double-lane expansion project of Yaingangpokpi-Ukhrul-Jessami stretch which is the main lifeline of the District. Compensation award for land acquired was announced on 31st October, 2020 under Section 39 of NH Act, 1956 for the stretches from Zalenbung to Nungshangkong Bridge (57.39 hac) except litan Sareikhong Village, and so far compensation amount of RS.30.39 Crores has been released to the affected Villagers, and of Rs. 49.89 Crores deposited by NHIDCL. 

Construction work has been in full swing for the stretch from Zalenbung to Shokvao Village. However, the work construction could not be started at Ramva Village due to some anomalies which will be sorted out shortly, he said. 

The District Administration and NHIDCL have been targeting to complete the work of earth cutting before the raining Season. “It is unfortunate to mention, that some of the villagers are obstructing construction for their slightest claim of compensations unmindful of the larger long term benefits to the whole District,” Kamson lamented. 

In view of this, the district administration fervently appeal to all the people of the District including the CSO, Government Departments, and most particularly the affected Villagers to extent fullest  cooperation for the early success of this two lane highway project as this important road are playing great importance to the  economy and lifeline of the people of Ukhrul District. 

He said that land acquisition for another important route, Ukhrul-Talloi-Tadubi under NH 102A was already finalized in 2019 under Direct Purchase. Compensation amount was also already submitted to the Ministry of Road Transport and Highways, Government of India.

As soon as compensation amount is sanctioned by the Ministry, construction for expansion could be started by NHICDCL. It may also be mentioned that Government of India is planning to Construct (another) road by BRO on Mahadev-Talloi-Pfutsero section touching villages from Hungpung –Ukhrul-Somsai-Halang-Phungcham-Paorei-Peh-Somdal etc for which 84 RCC(GREF) is preparing the DPR for this project.
