The All Tribal Student’s Union Manipur (ATSUM) based on it’s four month long educational survey tour in all hill districts has expressed its utter disappointment with the present system of Education in all hill districts.
Endorsing the vocal remarks of 44/Ukhrul MLA Alfred Kangam Arthur made during the ongoing Manipur budget session, the ATSUM has raised serious concerns over the poor system in all hill districts inflicted by different issues owing to negligence of the state government.
In a press statement issued by Education Secretary Kaikho Hopeson Mao, it stated that, ATSUM during its survey and research noticed the failing system in hill districts due to reasons like poor students and teachers attendance, substitution system, utilisation of teachers, lack of basic Infrastructure and lack of adequate teaching staff in many schools and colleges.
The ugly practice of utilizing a valley based teacher who is posted in hill areas but posted in Imphal areas must immediately stop, it warned.
It is bitter truth and irony that, even though excessive teachers are outnumbering students and sanctioned post in some colleges in Imphal, many institutions in hill districts are left without sufficient teachers.
However, the concerned education (school & higher) departments continues to play safe blaming rampant political transfer and posting. It is here, question of the highly acclaimed “School Phagathansi and New Education Policy” is envisioned only for valley based educational institutions or applicable to hill districts too.
It is high time, the state government should stop closing its eyes on these major & urgent issues raised by ATSUM but react accordingly against those responsible in the departments and come out clear on its education policies separately for hill districts.
With many unsatisfactory remarks in majority of the government run educational institutions, the ATSUM has called for immediate attention of the state government and its concerned department.
ATSUM noted that, it will not remain a spectator to the already deteriorating conditions of education in the hill district but will fight tooth and nail to avail constitutional right to education under article 21 (A).
