Ukhrul: A Public Interest Litigation (PIL) filed by Mashunmung Zimik on January 24 to depute adequate number of subordinate officers and staff of District Industrial Centre (DIC) of Ukhrul and Kamjong District, as a result of concerned government authority’s failure to pay heed to the matter has the Manipur High Court issue notice to the respondent, Government of Manipur to file their reply before March 1, 2022.
The PIL was filed through Mashunmung Zimik’s counsel, Caroline Kasar titled PIL No. 2 of 2022, Mashunmung Zimik vs State of Manipur and Ors.
Caroline Kasar, Human Rights Law Network, explained that the District Industrial Centre of Ukhrul and Kamjong for many years has been manned alone by the General Manager without any other subordinate or functional staff such as, system managers, project officers, functional managers, computer operators, clerical staff and fourth grade who are supposed to be posted for the smooth and efficient functioning of the office. Recently in an article it was stated by the General Manager Mr. AS Ayo that there are 73 posts and previously 5 staff were present but few years back four were transferred to other districts leaving only one staff to run the Ukhrul and Kamjong DIC office.

The counsel in the PIL argued that due to inadequate staff there is an irregular functioning of the DIC which has led to violation of denizen’s right to equality and opportunity.
In a press note made available to Ukhrul Times, it was argued in the PIL that DIC have vast roles and civic duties to perform but when the DIC of the district has been manning without skilled and trained trainers to impart various vocational training and adequate operating staff to run the administrative work then the DIC laid objective is highly objectionable and there is gross breach of trust and duty taking note to this the Court issued notice to the respondent to file their reply.
It further mentioned that the trend of economic growth in the district is declining and there is no appreciable all round development in industrial growth when Manipur is said to have been in tune with the present trend of economic reforms. That the DIC was established by the government with an objective to provide all the necessary services and support to facilitate entrepreneurs in setting up MSMEs with a view to penetrate at the rural areas which was designed to provide all the service and support required by small entrepreneurs ranging from pre-investment, investment and post-investments stages under a single roof, impart trainings to artisans/ persons for skill development/upgradation and also to enable them to take up self-employment ventures or make them employable in industrial units and service industry. The services include economic investigation of local resources, supply of machinery and equipment, provision of raw material, arrangement for credit facilities, marketing, quality input, consultancy and extension services to both educated and uneducated unemployed youth of the districts.
