Chief Minister Presents Budget 2024-25 in the House

Imphal, (DIPR): On the first day of the 6th Session of the 12th Manipur Legislative Assembly, Leader of the House and Chief Minister (in-charge of Finance), Nongthombam Biren Singh, presented the Annual State Budget Estimates for 2024-25.

The Chief Minister laid the following documents on the Table of the House:

  1. Demands for Grants, 2024-2025
  2. Annual Financial Statement, 2024-25
  3. Manipur Budget at a Glance, 2024-25
  4. Demands for Excess Grants for the year 2018-19

He also presented the Seventh Report of the Business Advisory Committee, 2024, and moved for the House to agree with the committee’s proposed allocation of time. Additionally, the Chief Minister moved the Motion for Vote on Account, 2024 for discussion.

Th. Basanta Kumar Singh, Minister (in-charge of law), laid the Separate Audit Reports (SAR) for the Manipur State Legal Services Authority for the years 2018-19, 2019-20, 2020-21, and 2021-22 on the Table of the House.

The Secretary of the Manipur Legislative Assembly informed the House of the Governor’s assent to the Bill.

Key Budget Figures:

1. Total receipts: Rs. 34,815 Crores
2. Revenue receipts: Rs. 27,716 Crores
3. Capital receipts: Rs. 7,099 Crores
4. State’s own tax and non-tax receipts: Rs. 2,470 Crores and Rs. 300 Crores respectively
5. Proposed total gross expenditure: Rs. 34,899 Crores
6. Revenue expenditure: Rs. 20,628 Crores
7. Capital outlay: Rs. 8,616 Crores
8. Fiscal deficit: Rs. (-) 1,526 Crores (3% of GSDP)
9. Total outstanding debt as a percentage of GSDP: 35%
10. GSDP for 2024-25: Rs. 49,937 Crores

Highlights:

1. Agriculture: Rs. 883 Crores allocated to agriculture and allied sectors, addressing the challenges faced by farmers.
2. Sports: Rs. 98 Crores allocated for sports development, including a Rs. 4 Crore ‘Sportspersons Livelihood Guarantee Scheme’ and funds for quality coaching and infrastructure.
3. Education: Significant improvements in basic infrastructure; 51% of schools now have electricity, and potable drinking water has been provided to all government schools.
4. Health: Progress towards SDG 3 – Good health and well-being; Ayushman cards issued to 6,02,268 beneficiaries, aiming for 100% coverage by December 2024.
5. Disaster Management: Rs. 60 Crores sanctioned from SDRF and an additional Rs. 20 Crores approved for disaster relief.

During the session, the Chief Minister addressed various questions raised by MLAs regarding policies on service tenure extension, pension clearance, and the construction of playgrounds in constituencies.

The Minister of RD&PR, Y. Khemchand Singh, informed the House that Panchayat elections are scheduled for September 2024, delayed due to the prevailing law and order situation.
