“This initiative is about building a stronger, more accountable, and people connected party structure starting from the District Congress Committees,” the Congress leader said.
He informed that the main objective of the abhiyan was to strengthen District Congress Committees (DCCs) by reforming the way DCC Presidents are identified, appointed, empowered, and held accountable.
“We are moving from symbolic leadership to functional, committed leadership that will work shoulder to shoulder with the cadre,” he said.
The observer stated that observers have been tasked with extensive consultations with party workers, elected representatives, former office bearers, and civil society to identify the best possible leaders.
“This process will culminate in the appointment of new DCC Presidents who are expected to assume responsibilities by the end of this phase,” the observer added.

However, he stated that following a one-to-one interaction of the candidates with the observers, the president will be chosen by the leaders of the AICC at the centre and not by the state.
