Addressing the winter parliament session of Government of the People’s Republic of Nagalim (GPRN) on Tuesday, Mr Q. Tuccu, Chairman NSCN (IM) said, “Early solution or delayed solution is not the point, but issue-based solution is the point that matters,” and added that “the past accords could not bring solutions because they were not issue-based solutions”.
He then gave “revolutionary salute” to all martyrs who, according to him, are “the seeds that germinate and bear fruits hundredfold.”
Mr Tuccu went on to say that members of NSCN had faced turbulent storms and “survived” by God’s grace, as reflected in PV Narashimha Rao’s words: “You have proved yourselves”. Calling NSCN member “a hard nut to crack”, he also contended that NSCN is a proven “Naga national organization”.
According to Mr Tuccu, every state is the product of decision of people, who have “inherent right” to decide their future. It is unimaginable to have a government without freedom to run it according to their sweet will and decision, further said Mr Tuccu. He also referred to one of the “competencies” of the Framework Agreement: “In matters of her own affairs as mutually agreed upon, Nagaland shall be sovereign.”
Making an elaborate statement on Naga politics, the Chairman also said that it is about sovereign power that “makes and unmakes laws”. It is also about developing “Nagas materially, mentally, and spiritually”; it is about rebuilding the psychology of all Nagas; rebuilding the “damaged relationships” with Indian and Burmese people; and above all, “rebuilding the broken faith of the Nagas through the Church”, added Mr Tuccu.
Mr Tuccu further stated that Nagas had been looking for their “long-cherished solution”, and that is protecting “their sovereign right, their future, their history, their territory, their identity, their culture, their religion, and their state”. He reiterated that “any kind of military solution or solution through coercion” had been strongly opposed by the Nagas all along, and such “imposed solution” with unmandated group of peole is “not acceptable” at all as they do not represent the issue of the Nagas.
Questioning on why early solution is being delayed, Mr Tuccu said, ‘the ball is in the court of GoI”. He further questioned why the hearts of the Indians were so hardened. He wondered if it was because of the wrong perspective of the Indian leaders on Naga issue or sin of the broken faith of the Nagas.
Acknowledging the positive contributions of Indian Prime Ministers from P.V. Narashimha Rao to Narendra Modi, and Naga leaders, Isaak Chisi Swu and Th. Muivah, who had laid “foundation for solution”, Mr Tuccu said that “Framework Agreement is the end result of their committed efforts”. According to Tuccu, Framework Agreement is the meeting point for the Indians and the Nagas, as it is based on “equality and mutual respect” and the “Magna Carta” of new relationship of the two peoples.
