UKHRUL, NOVEMBER 10: The Katho Katamnao Long (Katho Students’ Union), Hungpung, has submitted a representation to the Deputy Commissioner of Ukhrul District, Manipur, seeking urgent and prompt intervention over the deplorable condition of school infrastructure, hostels, and sanitation facilities at NSCBAV, Shangshak, Ukhrul district.
The student body highlighted the “dilapidated condition of school infrastructure, broken washrooms, open septic tanks, and unhygienic hostel environment,” calling the situation alarming and unfit for young students.
The KKL, stated that proper sanitation and hygiene are basic human necessities, particularly for children in their formative years. “A safe environment and proper infrastructure are essential for learning. Unfortunately, in this case, students are deprived of even the most basic facilities crucial for their growth and education,” the Union stated.

Members of the KKL, along with its Executive Committee, visited the school during a one-day Career Guidance Programme held on October 30, 2025. During the visit, they conducted an inspection of the school and hostel premises and expressed deep concern over the situation they witnessed.
The Union’s observations revealed that the classrooms are in a highly dilapidated state, with missing window glasses and several classrooms without doors. The hostel rooms are overcrowded, poorly ventilated, and unsafe for habitation — conditions that reflect years of neglect. The washrooms are broken and unhygienic, with open septic tanks emitting foul odour, posing serious health hazards to both students and staff. The Union described the situation as “unacceptable and unfit for young students.”
They also found that the quality of food provided to hostel students was extremely poor and lacking basic nutritional value, raising concerns about the health and wellbeing of the children.
