All Tribal Students Union Manipur (ATSUM) in a meeting held at its office in Adimjati Complex, Chingmeirong has endorsed Manipur (Hill Areas) Autonomous District Council Bill 2021.

ATSUM General Secretary S.R Andria, speaking to media at its office today, in support of the ADC bill 2021 said that it will help in bringing equal development in both hills and valley of Manipur.

At the same time, Andria also urged all concerned stakeholders to introduce and discuss the bill in the ongoing monsoon session of Manipur Legislative Assembly. Empowering ADC is the responsibility of Hills Autonomous Council, added Andria.

ATSUM in connection to the ADC bill 2021 has imposed total shutdown in hill areas of Manipur starting from August 22 midnight till August 23 midnight in support of the bill. The total shutdown it said is imposed against the possibility that ADC bill 2021 might not be introduced in the ongoing monsoon session.

ADC bill 2021 essentially seeks to provide more autonomy to HAC and Autonomous Districts Councils (ADC) to function and exercise its powers. The bill, if passed as an Act will provide self-governance to special areas of the Hills Areas recognized under the provisions of the Constitution of India.
