UKHRUL, NOVEMBER 28: The Chandel Naga People’s Organisation (CNPO) has written to the Governor of Manipur, demanding the immediate transfer of Dharmendra Kumar, Superintendent of Police, Chandel District Police alleging corruption and administrative malfeasance.
In the letter, CNPO alleged the SP of venality and administrative impropriety.
“These transgressions, allegedly motivated by personal pecuniary gain, have precipitated a catastrophic erosion of institutional integrity within the police force, concomitantly exacerbating the tribulations of the local populace already beleaguered by the pernicious effects of interethnic strife since May 3, 2023,” the CNPO stated.

According to the CNPO, the indictment against Superintendent Dharmendra Kumar encompassed the following egregious infractions:
Systematic Embezzlement of Personnel and Fiscal Resources:
– Wholesale Redeployment for Illicit Enrichment: A substantial cohort of police personnel, including Women Police and Village Defence Force members, has been methodically reassigned from operational duties to the Chandel Reserve Line, purportedly to facilitate the unlawful usurpation of their ration entitlements.
– “Tangkhai Chabi” Extortion: A pervasive and coercive practice wherein personnel are compelled to relinquish their duties in exchange for pecuniary inducements, thereby perpetuating a culture of corruption and cronyism.
– Jeopardization of Public Safety: This orchestrated manipulation has resulted in a grossly inequitable distribution of duties, leaving critical police stations severely understaffed and compromising the maintenance of law and order in the district.
Flagrant Administrative Irregularities and Subversion of Established Protocols:
– Preferential Appointment of Non-Local Personnel: The deliberate conferment of sensitive administrative roles upon non-local individuals bespeaks a calculated stratagem to consolidate power and further personal interests, thereby disenfranchising qualified local officers and undermining meritocratic principles.
– Procedural Anomalies: The summary displacement of a local officer serving as RO by a non-local appointee, coupled with the anomalous elevation of two Assistant Sub-Inspectors to MTO In-Charge at Chandel Police Station, constitutes a brazen disregard for established administrative norms and a palpable abuse of authority.
Callous Disregard for Women Police Welfare:
Deprivation of Fundamental Amenities: Women Police Constables reassigned to the Chandel Reserve Line have been forced to endure deplorable conditions, bereft of proper dormitory, toilet, and bathroom facilities, allegedly to facilitate the misappropriation of their ration entitlements.

The CNPO stated,” In light of the severity of these allegations and the officer’s checkered past, including a formal boycott by the United Naga Council (UNC) in Naga areas, we assert that the continued tenure of Superintendent Dharmendra Kumar poses a direct threat to public confidence, institutional morale, and effective law enforcement.”
Demanding the immediate relocation of the SP, the CNPO sought the intervention of the Governor to direct his transfer, and facilitate a comprehensive, impartial inquiry into the grave allegations.
The CNPO further warned that failure to accede to the demand would inevitably precipitate widespread public unrest and protests, for which the administration should be held accountable.
