UKHRUL: The Indigenous People’s Forum Manipur (IPFM) and the Delhi Meetei Coordination Committee (DMCC) have jointly submitted a memorandum to the Prime Minister, highlighting the deteriorating situation in Manipur. The memorandum demands justice for the six Naga civilians who were killed, as well as the abrogation of the Suspension of Operation (SoO) agreement.
The organizations expressed their solidarity with the families of the six murdered Naga civilians, whose bodies were recovered on June 10, 2026, near Leilon Vaiphei. They highlighted the worsening security crisis and ongoing atrocities in the state.

Regarding the killings, the IPFM and DMCC condemned the extreme brutality that has shaken the community’s conscience. They pointed out a statement made by the Chairman of the Kuki-Zo Council, who acknowledged that his community had committed a “grave mistake.” They also stated that despite more than a month having passed since the incident, and the main perpetrators identified, they have not been arrested. This lack of progress indicates a systemic failure of justice, suggesting that perpetrators of heinous crimes can operate with impunity,” the organizations stated.
The memorandum also drew attention to the stark contrast in values, noting that while the Naga community released 14 Kuki individuals on humanitarian grounds, six Naga hostages were brutally killed, with their bodies found mutilated. “Survivors’ testimonies reveal that these Naga captives were subjected to torture, including being forced to consume unknown meat. Naga women among the captives are currently suffering from severe PTSD as a result of these horrific experiences,” they reported. The acts of violence are not isolated incidents but are part of a broader pattern that includes the abduction and murder of Meetei civilians in Jiribam, including women and an eight-month-old infant, as well as the killing of students and the targeted execution of unarmed individuals. The IPFM and DMCC demanded the swift arrest and prosecution of all remaining suspects.

Additionally, the IPFM and DMCC called for the abrogation of the SoO agreement signed between the government and Kuki armed groups, stating that it has failed to achieve its primary objective of fostering peace. “The agreement has effectively become a license for abduction, extortion, and targeted killings. Armed cadres under the SoO have engaged in systematic intimidation of commercial drivers on NH 37, cross-border terrorism, arms smuggling, and large-scale narcotics trafficking. This threatens to transform Manipur into a hub akin to the Golden Triangle,” they noted.
Furthermore, the memorandum alleges asymmetry in security and institutional discrimination, describing the situation as a state-sponsored proxy war where Kuki militants under the SoO receive monthly stipends. It also criticized favoritism by security forces and the failure of the ‘Twin Engine Governance.’ The organizations also demanded justice and accountability, including action against Thangboi Kipgen, Chairman of the KNF-P, who is reportedly related to Deputy Chief Minister Nemcha Kipgen, as well as the Deputy Chief Minister’s resignation.
