Kamjong Schools and Hospital Crippled by Staff Shortages, Poor Facilities

Kamjong, October 20: A recent inspection by the Zingsho Katamnao Long has brought to light the alarming condition of educational and healthcare institutions in Kamjong and Phungyar sub-divisions. Conducted on September 23 and 24, 2025, the inspection revealed acute staff shortages, incomplete infrastructure, and a lack of essential facilities, calling for immediate government intervention.

The detailed report is given below: Report of inspection conducted on Education and Health Sector by Zingsho Katamnao, Long in respect of Kamjong and Phungyar Sub-Divisional Headquarters, Kamjong District, Manipur on the 23rd and 24th of September, 2025.

1. Kamjong Higher Secondary School
Kamjong Higher Secondary School, which is considered as one of the best enrolled government institutions in the hill districts of Manipur, has been facing prolong negligence by concerned authorities. In the current academic session, there are altogether 274 students in the school with an enrolment of 32 in Class-XII, 42 in Class-XI and about 200 in high school section. In the year 2021, the school was upgraded to higher secondary level. There is no sanction post for higher secondary section till date, while only seven (7) lecturers, one (1) utilized lecturer and principal in-charge are available for higher secondary students with no subject lecturers for Physic, Chemistry, Biology and Social Science. Regrettably, there is an acute shortage of teaching staff in high school section. While the new infrastructures including Science Block, Arts Block and Girl’s Hostel are yet to be completed till date, the present Staff Quarters and Boy’s Hostel are now in dilapidated condition and require an immediate maintenance. The school has no residential quarters for teaching faculty.

2. District Hospital, Kamjong
The Kamjong District Hospital is facing acute difficulties on all fronts due to shortage of staff and lack of infrastructures. The health centre remains in operation without adequate Medical Officers, ANM, Technician, Pharmacist, Caretaker and Security personnel, among others. It has limited rooms for effective delivery of services, while some rooms remain non-functional due to dripping roof during the monsoon season. Of the total sanctioned post of 10 medical officers and 10 staff nurses, there are only four (4) doctors and one (1) staff nurse running the centre. Unfortunately, the hospital could not remain operational for 24×7 services due to shortage of staff. There are also reports of superannuated staff with no replacement till date. As per the rules and guidelines, the hospital should have 2 Dental Surgeons, 10 Medical Officers, 1 Anaesthesiologist, 1 Physician, 1 Paediatrician, 1 Pathologist, 1 Surgeon, 2 Male Health Supervisors, 1 Opthalmic AAssistant, 2 Pharmacists (Allopathic), 1 UDC, 1 Community Organiser and 1 Computer Operator. The Kamjong District Hospital is also in dire need of Emergency and Trauma centre, NCD Block and Multi-utility Guest House including Training Hall and Auditorium. In addition, the hospital also requires facilities for Malaria, AIDS, TB and Leprosy, which are all not available in the district at the moment. The Kamjong District Hospital has been delivering its services to the population of above 45,000 and people from extreme border villages. The hospital needs to be augmented and its facilities upgraded to a required and mandatory status on priority and earliest possibility.

3. Phungyar Higher Secondary School
Phungyar Higher Secondary School, which is also considered as one of the best enrolled government institutions in the hill districts of Manipur, has been facing numerous challenges and negligence from the concerned authorities. In higher secondary section, there are only four (4) regular and two (2) contractual lecturers with none available for Mathematics, Home Science, Education and Geography. In the high school section, there are only seven (7) science teachers and four (4) arts teachers. In fact, the school has altogether a number of 53 sanctioned teaching staff. The school requires facilities including Safe Drinking Water, Smart Classroom, Science Block and Arts Block. The present infrastructure requires immediate renovation or repairing from wear and tears. The Phungyar Higher Secondary School has altogether a number of over 200 students in the current academic session.
