UKHRUL: A Japanese skill mobility initiative has opened overseas employment opportunities for 13 youths from Manipur, who are set to begin work in Japan later this month. The selected candidates hail from six districts—Ukhrul, Senapati, Imphal East, Imphal West, Thoubal, and Churachandpur, including one internally displaced person (IDP).
Manipur Governor Ajay Kumar Bhalla on Thursday interacted with the candidates and their parents at Lok Bhavan, Imphal, ahead of their departure.
The youths have been selected under Japan’s Specified Skilled Worker (SSW) programme and have received approval for the Certificate of Eligibility (CoE), a mandatory requirement for employment and residency in Japan.

Introduced by the Government of Japan in April 2019, the SSW programme allows foreign skilled workers to live and work in Japan. Its implementation in India gained momentum after the signing of a Memorandum of Cooperation between the two countries in January 2021.
The candidates successfully cleared Japanese language proficiency and skill assessments, qualifying them for employment in sectors such as nursing, hospitality, manufacturing, and other specialised fields. Congratulating the candidates, Governor Bhalla encouraged them to uphold professionalism, represent Manipur and India with pride, and serve as ambassadors of goodwill, while highlighting the programme’s role in strengthening India–Japan people-to-people ties.
