Nagas’ sovereignty will manifest through ‘Pan Naga Hoho’: General Anthony at Chandel Consultative meet on Indo Naga Political Talks

Chandel: A public consultative meeting was held at Chandel district headquarters to deliberate on various issues concerning the on-going Indo-Naga Political talks organised by the Chandel Naga People’s Organization on Friday.

The meeting in Chandel takes place a day after a people’s consultative meeting on the protracted Indo-Naga Political Peace Process was held at Tamenglong headquarters organised by the Rongmei Naga Council Manipur on December 6.

The public consultative meeting in Chandel, joined by the eleven Naga Tribes and apex civil organisations, after exploring the delay in the Indo-Naga Peace Talks and having understood the prospects and challenges said it declared unequivocally and affirmed two key commitments:

1) That, the Chandel Naga peoples commit and endorse the ongoing Indo Naga political talks to be based on the Framework Agreement signed on 3rd August 2015 between the Government of India and the NSCN.

2) That, we re-assure our unwavering support and endorse the collective leadership of Th. Muivah, for the final inclusive, acceptable and honorable solution to the protracted Indo-Naga political issues.

On this significant day, I extend heartfelt greetings from the Ato Kilonser and our collective members. It’s a true blessing to be present here among the esteemed people of late Shelly Chara Mayon, a revered hero whose tireless and selfless work set a remarkable national and international example. I pay my deepest respects to him.

Dr. Gina Mayon, who devoted her youth to our nation’s cause and now remains bedridden, deserves our utmost honor for her unwavering dedication on the international stage.

Mr. Phamrhing Sengul, a pivotal human rights activist and former convenor of NPMHR in Southern Nagalim, stands as a beacon of commitment. The Khurmi Region consistently produces dedicated national workers, including the collective leadership and the brave Naga army. You are indeed a blessed and vital region in our nation’s journey.

The Khurmi Region stands as a bastion of the national movement, birthing remarkable leaders and freedom fighters. Today, I extend my heartfelt gratitude to all, particularly the unwavering support from the people of Chandel during my six years in Tihar jail. Your prayers sustained me, and I’m forever thankful.

Absolutely, the strength of a nation lies in its unity and shared values. When individual, clan, or tribal interests take precedence over national welfare, it poses a significant challenge. Just as a family devoid of its core values struggles to maintain peace, a nation too faces fragmentation if individual motives overshadow the collective purpose. Prioritizing national interest is imperative for unity and progress.

During Jehoshaphat’s time, the alliance of Moabites, Ammonites, and Meunites threatened Judah, yet God granted them courage as mentioned in 2 Chronicles 20:15. Today, our battle isn’t on the field, but those who opposed the Nagas’ existence are now embroiled in their own conflicts. Just as God ordained the existence of Israel, He has a plan for the Nagas, having chosen us. God remains steadfast despite our imperfections. However, we mustn’t remain idle when the opportune moment arrives in our favor.

It’s time to transcend individual and political affiliations, hoisting the flag of the Nagas high above personal and party banners. Imperfection is universal, even King David, an imperfect king, was acknowledged by God as a man after His heart, entrusted to build His kingdom. David upheld the nation’s vision, always championing God’s cause. In this crucial juncture for the Nagas, a similar heart devoted to the greater purpose is imperative.

Certainly, there’s a misconception that the Nagas are still fighting for integration, identity, sovereignty, rights, and history, but the truth is, these substantive issues already exist in the competencies, forming the foundation to build a nation already agreed upon between GoI and NSCN as enshrined in the competencies, ” both sides have understood each other’s respective positions and are cognizant of the universal principle that in a democracy sovereignty lies with the people. Accordingly, the government of India and the NSCN, respecting people’s wishes for sharing the sovereign power as defined in the competencies, reached an agreement on the 3rd August, 2015 as an honourable solution.”

The Framework Agreement represents the outcome of mutual understanding and respect between the Government of India and NSCN, acknowledging each other’s positions and embracing the universal democratic principle where sovereignty resides with the people. Both sides recognize the sharing of sovereign power via the competencies. While acknowledging the Nagas’ inherent right to independence, they urge understanding due to the complexities involved, cautioning against potential disintegration similar to the Soviet Union. The proposal is for peaceful coexistence as separate entities.

The awareness of Naga rights and powers remains limited among many Nagas themselves, leading to a perception of non-sovereignty. Unlike many global conflicts rooted in the denial of rights and history, in the case of the Nagas, the Government of India has acknowledged the political rights and unique history. This recognition holds the potential to avert conflicts that often arise due to the non-recognition of these fundamental aspects.

In the realm of foreign affairs, the Nagas have the authority to determine our direction, intervening solely in battle scenarios. Beyond that, we retain the liberty to enact our laws. The Government of India has not prohibited the Nagas from having our flag and constitution which is yet to be finalized. There is no ambiguity from where or from whom our solution will come , “the two sides agreed that within this framework agreement details and execution plan will be worked out and implemented shortly.”

While the Nagas within India fall within our purview, those in Burma stand as part of a sovereign nation, limiting our jurisdiction. Grounded in our unique history and political rights, a statutory body, the Pan Naga Hoho, will exist. ‘Hoho’ signifies a parliament, depicting the essence of a sovereign nation. Nagas’ sovereignty will manifest through the Pan Naga Hoho, encompassing Nagas across India and Burma, transcending borders. Its establishment aims to safeguard and promote Naga identity, integrating diverse interests, including social, cultural, and customary practices (Naga laws).

Absolutely, when India gained independence, they did not possess a constitution, whereas the Nagas had already established their own, predating the formation of organizations like the NNC and NSCN. Each village and tribe had its set of laws governing various aspects of life, from criminal to social, river, marriage and forest laws. This rich legal framework disproves any claim that the Nagas lack a constitution. The current constitution will be modernized and adapted to incorporate these existing laws.

The Pan Naga Hoho acts as a thoroughfare towards complete Integration through political process paving the way for the establishment of sovereign Naga offices in other countries under the Naga flag. This move undeniably signifies sovereignty, with participation from Nagas across India, Bangladesh, and Burma. The imminent political integration through the Naga Regional Territorial Council (NRTC), an offspring of the Framework Agreement, is a vital step. However, its realization hinges significantly upon the existence and functioning of the Pan Naga Hoho.

The prolonged dialogue has made people ponder the credibility and commitment of the NSCN whether if we can bring home the solution. NSCN will never betray the national cause. We will never betray Nagalim for Christ vision On May 31, 2022, a covenant was made at the General Headquarters of the Naga army, affirming steadfast dedication to the cause. The commitment remains unwavering, under the conviction that God’s support will never falter. And today we testify to our people like saint Paul “we will remain faithful even at the cost of our lives.”(Acts 26:19) . Let’s unite once more to the calling of God for the protection and liberation of our land and freedom. Let us not miss this God given opportunity. You may be existing in a different flag or different groups and political parties but for the last time let’s unite under the flag of Nagalim for Christ and God’s given national flag.

Kuknalim! Long live Khurmi Region! long live Nagalim!
