‘National Security Threat to Nagalim on Account of “Anti-National Activities” of Hs. Ramsan and A. Raman’: Political Emissary to the Ato Kilonser NSCN/GPRN writes to the Collective Leadership

1. In the matter of national Security with reference to Yaruiwo/President Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024 declaring Mr. Hs. Ramsan and Mr. A. Raman as anti nationals and termination from the party and national service vis-à-vis the anti-national activities of the factional organization under the fabricated name of the so called “National Socialist Council of Nagalim (NSCN-IM),Eastern Flank” led by Mr. Hs. Ramsan and Mr. A. Raman, self designated authority as, “Overall Commander, Eastern Flank, Naga Army” and “Lieutenant General Eastern Flank Naga army, GPRN” respectively.

The betrayal of the Framework Agreement of August 3, 2015 and the Machiavellian strategy of the Indian state and its agencies to divide and destroy NSCN/GPRN, Nagalim and other nations in the region, in order to dominate the sub-Himalayan region and the surrounding territories including the Indo-Pacific region and convert it into their militarized fiefdom under the guise of countering some phantom adversary.

Respected Collective Leadership,

With due reference to the subject cited above the missive is a national security report conjointly, first, on Mr. Hs. Ramsan and Mr. A. Raman, who according to the Yaruiwo/President Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024 have been declared anti-nationals and terminated from party and national service, but who are now indulging in anti-national activities and second, the betrayal of the Framework Agreement of August 3, 2015 and the Machiavellian militaristic geo-political stratagem of the Indian state and it agencies to divide and destroy NSCN/GPRN, Nagalim and other nations in the region.

It is peremptory to state that, according to the Yaruiwo/Presidential Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024 the status of Mr. Hs. Ramsan and Mr. A. Raman who are declared as anti-national and their termination from the party and national service is still on record. However, it has come to our knowledge that they are deliberately defying the Yaruiwo/President order and running a factional organization in the fabricated name of the so called, “National Socialist Council of Nagalim (NSCN-IM), Eastern Flank, Sagaing Division of Myanmar” and Mr. Hs. Ramsan has designated himself as the “Overall Commander, Eastern Flank, Naga Army/ GPRN” and Mr. A. Raman designated himself as the “Lieutenant General, Eastern Flank, Naga Army/ GPRN”

In addition, this report is an endeavour to draw the attention of the Collective Leadership and the NSCN/GPRN with regard to the serious National security threat to Nagalim on account of the anti-national activities of Mr. Hs. Ramsan and Mr. A. Raman and simultaneously, the Indian state and its agencies master plan to integrate and unify the anti-nationals and the pro-India groups against Nagalim and the NSCN/GPRN. The objective and intention of the Indian state and its agencies is also a geo-political blueprint to convert the sub-Himalayan region and the surrounding territories including the Indo-Pacific region into a de facto militarized zone together with entities and organization having common agenda and those loyal to the Indian state.

Anti-national activities of Mr. HS. Ramsan and Mr. A.Raman,

The following are some of the information of the anti-national activities of Mr. Hs. Ramsan and Mr. A. Raman that requires immediate attention and action from the government, in view of the serious security threat implication on Nagalim and its sovereignty.

1. Mr. Hs. Ramsan agreeing to have political share in Nagalim with non-Naga entity.

Dated 13/01/2025. “Subject: Declaration of Commitment to Cooperate with the National Unity government of the Republic of the Union of Myanmar”.
   iii. OFFICE OF THE KUKI NATIONAL ORGANIZATION, GOVERNMENT OF KUKI STATE. GENERAL HEADQUARTER. Press Release Ref No. KS/ GHQ 004/24 Date 25 May 2024.
2. Mr. Hs. Ramsan unilaterally declaring a fictitious organization titled as the so called, “National Socialist Council of Nagalim (NSCN-IM) Eastern Flank”, Sagaing Division of Myanmar, and claiming to be the only authentic government of the “Naga People’s Army on Myanmar soil” under his command and authority.

3. Mr. A.Raman procurement of arms and ammunition from the KIA as a self – designated Lieutenant General Lieutenant General, Eastern Flank Naga Army, GPRN

Ergo, position of the NSCN/GPRN,

1. Mr. Hs. Ramsan and Mr. A. Raman are declared anti-nationals and terminated from the party and national service by the Yaruiwo/President Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024. Hence, they do not have the mandate and authorization of the NSCN/GPRN to carry out or implement any responsibilities and assignment in any official capacity and in the name of the NSCN/GPRN
2. The counterfeit organization titled as the so called, “National Socialist Council of Nagalim (NSCN-IM), Eastern Flank” is pure and simple an anti-National faction. Running an unauthorized fabricated organization is anti-national, treacherous and misleading and affects the core national security of Nagalim.
3. The deliberate defiance of the Yaruiwo/Presidential Order Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024 and the subsequent hostile stratagem of the anti-nationals and faction led by the terminated anti-nationals, Mr. Hs. Ramsan and Mr. A. Raman, is a serious threat and danger to national security and the very existence of Nagalim.
4. The fake names and titles including the so called, “National Socialist Council of Nagalim (NSCN-IM), Eastern Flank, Sagaing Division of Myanmar”; Overall Commander, Eastern Flank, Naga Army/ GPRN” and “Lieutenant General, Eastern Flank Naga army, GPRN” is a classic military coup d’é tat carried forward after the seizure of arms and cadres, arrest and disarming of the commander of the NSCN/GPRN Central National Security Command and the Southern Command by Mr. A. Raman under the directive of Mr. Hs. Ramsan. (Refer to Yaruiwo/Presidential Order Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024).
5. The anti-national activities of the terminated anti-nationals, Mr. Hs. Ramsan and Mr. A. Raman is a defiance and challenge to the Nagalim national principles on sovereignty and the November 7, 2024 political position statement of the Chief Political Negotiator, Th. Muivah, General Secretary-Ato Kilonser, NSCN/GPRN, to uphold and protect the, “Nagalim unique history”, “Nagalim sovereignty and freedom”, ‘Nagalim sovereign territory”, “Nagalim sovereign national flag” and “Nagalim sovereign national constitution”, to the last, come what may.
6. The anti-national and anti-Nagalim activities of Mr. Hs. Ramsan and Mr. A.Raman amounts to a degraded maneuver of waging war against Nagalim by an ambitious authoritarian anti-national. The anti-national and anti-Nagalim activities of Mr. Hs. Ramsan and Mr. A.Raman is a plot and a deceit that threatens the very existence of the God given Nagalim to the Naga people and a deliberate defiance to the Naga people mandated organization and government, the NSCN/GPRN
7. First, Nagalim, despite being divided by artificial state and international boundaries between present India and Burma (present Myanmar) by the colonial powers, is a God given land for the Naga people. Nagalim is a symbol of freedom, divine presence and protection of the God Almighty and our national identity. Second, the NSCN/GPRN commitment is Nagalim for Christ and it was formed with the vision and commitment to our God Almighty to defend and protect the unique history, territory, sovereignty and freedom, sovereign national flag and sovereign national constitution of the Naga people and Nagalim. They are non-negotiable and therefore, we shall remain faithful and remain committed to our God given Nagalim and sovereignty and, our commitment to Jesus Christ our Lord God Almighty, to the last, come what may.

Role of the Indian state and its Agencies,

1. The national security report submitted to the Collective Leadership, NSCN/GPRN, must be seen from the larger perspective of the betrayed Framework Agreement of August, 3, 2015, by the Government of India (Gol) and consequently, its attempt to destroy the NSCN and Nagalim through factionalism and conflict in order to sabotage and demolish the hard earned Indo-Naga political talks.
2. It is imperative that the Collective Leadership and the NSCN/GPRN, must be alert with the Machiavellian strategy of the Indian state and its agencies to divide and destroy Nagalim and other nations in the region through “divide and rule” in the concealed name of “peace”, “democracy” and “freedom”.
3. The Collective Leadership and the NSCN/GPRN must look into the national security report from the geo-political stratagem of the Indian state and its agencies together with other entities to militarize, dominate and capture the sub-Himalayan region and the surrounding territories including the Indo-Pacific region as their fiefdom by creating a loyal group of organizations and communities enticing them with promises including, “illegitimate homeland”, “statehood”, “peace and freedom” and other bogus attractions.
4. The national security report seeks to inform the Collective Leadership and the NSCN/GPRN that the Indian state and its agencies have integrated and unified the anti-nationals and the pro-India groups against the NSCN/GPRN and Nagalim and also in a carefully crafted militaristic geo-political plan, attempting to dominate the sub-Himalayan region and and the surrounding territories including the Indo-Pacific region.

It is imperative for the Collective Leadership and the NSCN/GPRN to understand that the Hindutva/Hindu hegemony in the present state of India has gained dominance with the rise in power of the political party Bharatiya Janata Party (BJP). The Hindutva/ Hindu hegemony objective of the Indian state is to consolidate its military and political power in order to establish a fascist “Hindu Rashtra state”. For the belligerent Hindutva/ Hindu hegemony, the Indian state needs and will seek conflict with neighbouring countries as it is doing in the contemporary period. The BJP has invested all its geo-political policies and strategies to make Hindutva/Hindu hegemony a political reality and in the process within her so so called national boundaries through brute military might crushing all the rightful nationalist movements including Nagalim, Jammu and Kashmir, Khalistan, “Tribals” in mainland India and many others including the present North East of India. The Hindutva/ Hindu hegemony shadow is looming larger over the eastern horizon including the Indo-Pacific region.

6. This national security report has been submitted in view of national necessity and national security threat to Nagalim on account of the anti-national and anti-Nagalim plot by Mr. HS. Ramsan and Mr. A. Raman, and simultaneously the conspiracy of the Indian state and its agencies. It is crucial that the NSCN/ GPRN must be sufficiently alert with the secret plan of the Indian state and its agencies to integrate the anti-nationals and other pro-India groups against Nagalim and the NSCN/GPRN.
7. This national security report has been submitted as the Nagalim national security and sovereignty is being jeopardized and if timely action is not taken by the NSCN/GPRN against the anti-national faction led by Mr. HS. Ramsan and Mr. A.Raman who for their personal survival have overstretch their political expediency to become a willing tool in the hands of other entities including the Indian state and its agencies.
8. The national security report seeks to inform the Collective Leadership and the NSCN/GPRN regarding the conscious militaristic geo-political strategy of the Indian state and its agencies to dominate the sub-Himalayan region and the surrounding territories including the Indo-Pacific region in order to counter a phantom adversary and simultaneously crush Nagalim and the Nagalim national movement for independence.

Recommendation,

Therefore, in view of national necessity and national security of Nagalim the undersigned hereby submit the following recommendation to the Collective Leadership and the government, NSCN/GPRN,

1. The Collective Leadership and the NSCN/GPRN must initiate immediate steps to put an end to the machination of Mr. HS. Ramsan and Mr. A.Raman under the cover of the fake faction titled as the so called, “National Socialist Council of Nagalim (NSCN-IM) Eastern Flank, Sagaing Division of Myanmar” and self-designated as “Overall Commander, Eastern Flank, Naga Army/ GPRN” and “Lieutenant General Eastern Flank Naga Army, GPRN”.
2. The Collective Leadership and the NSCN/GPRN must initiate program and policies to defend and counter the Indian state and its agencies stratagem of gaining militaristic geo-political dominance in the sub-Himalayan region and the surrounding territories including the Indo-Pacific region.
3. In view of the anti-national activities of Mr. HS. Ramsan and Mr. A. Raman, it is imperative and a non-negotiable national political necessity to uphold the sanctity of the Yaruiwo/Presidential Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024 in the matter of the declaration of anti-national and termination from the party and national service of Mr. HS. Ramsan and Mr. A.Raman. Therefore, in view of national necessity and national security the Collective Leadership and the NSCN/GPRN must implement in letter and spirit the Yaruiwo/Presidential Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024.
4. The rank and files under Mr. HS. Ramsan and Mr. A. Raman must make their position officially clear without any further delay. They must officially declare their loyalty to the NSCN/ GPRN and the Naga nation and return to General and Council Head Quarters within a specified time frame. Failure to do so must be deemed as supporting and in league with the anti-nationals, Mr. HS. Ramsan and Mr. A. Raman.
5. The Collective Leadership and the NSCN/GPRN must duly inform the Naga people, civil societies, and organizations, wherever they are, the Yaruiwo/President Order No 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024 with regard to the order of anti-national and termination from the party and national service of Mr. HS. Ramsan and Mr. A.Raman.
6. The Collective Leadership and the NSCN/GPRN must duly inform the Naga people, civil societies, and organizations, wherever they are, the anti-national activities of Mr. Hs. Ramsan and Mr. A.Raman under the cover of the counterfeit faction titled as the so called, “National Socialist Council of Nagalim (NSCN-IM) Eastern Flank, Sagaing Division of Myanmar” and self designated as “Overall Commander, Eastern Flank, Naga Army/ GPRN” and “Lieutenant General Eastern Flank Naga Army, GPRN”.
7. It is the bounden duty of the Collective Leadership and the NSCN/GPRN to inform and caution the non-Naga organizations and peoples regarding Mr. HS. Ramsan and Mr. A. Raman, who are declared as anti-nationals and terminated from the party and national service according to the Yaruiwo/President Order No. 09/NSCN/GPRN/ORD-13/Y024 dated the 18th July, 2024. The non-Naga organizations must be duly informed that Mr. Hs. Ramsan and Mr. A.Raman do not represent the NSCN/GPRN and Nagalim in any official capacity and they do not have the authorization and mandate of the NSCN/GPRN and Nagalim to negotiate with any groups and organization as they are declared anti-nationals and terminated from the party and national service

Therefore, The non-Naga organizations must be sufficiently warned from being misled and misinformed by the anti-nationals and terminated Mr. HS. Ramsan and Mr. A. Raman who are functioning under the cover of the counterfeit faction titled as the so called, “National Socialist Council of Nagalim (NSCN-IM) Eastern Flank, Sagaing Division of Myanmar” and the unilateral usage of designation titled as the so called, “Overall Commander, Eastern Flank, Naga Army/ GPRN” and “Lieutenant General Eastern Flank Naga Army, GPRN”.

8. The non-Naga organizations must must also be informed of the betrayal of the Framework Agreement of August 3, 2015 by the Gol and consequently, the manoeuvre of the Indian state in designing conflicts between communities and organizations for its militaristic geo-political dream of dominance and supremacy in the region.
9. The May 16, 2025 Plebiscite speech of Q. Tuccu, Chairman,NSCN is praiseworthy because of his proclamation to honor Nagalim unique history by defending the letter and spirit Framework Agreement of August 3, 2015. The NSCN/GPRN must therefore uphold and defend the statement of Q. Tuccu, Chairman,NSCN by standing firm against the Indian state and its agencies conspiracy to deceitfully tarnish and destroy the sanctity and the letter and spirit of the Framework Agreement of August 3, 2015 by initiating their so called “common draft” through the so called pro-India “Naga National Political Groups” (NNPG’S).
10. The NSCN/GPRN and Nagalim must uphold the political position of the Chief Political Negotiator, Th. Muivah, General Secretary-Ato Kilonser, NSCN/GPRN declared on November 7, 2024 to defend and protect the , “Nagalim unique history”, “Nagalim sovereignty and freedom”, “Nagalim sovereign territory”, “Nagalim sovereign national flag” and “Nagalim sovereign national constitution” “, to the last, come what may.
11. The political position of the Chief Political Negotiator, Th. Muivah, General Secretary-Ato Kilonser, NSCN/GPRN stated on November T, 2024 must be protected and defended by honoring and upholding the letter and spirit of the Framework Agreement of August 3, 2015 duly recognizing the sovereign Nagalim national flag and the sovereign Nagalim national constitution are non-negotiable.
12. The Framework Agreement of August 3, 2015 is a political legacy and foundation for Nagalim and the Naga people laid down by late Chairman-President, Isak Chishi Swu and the Chief Political Negotiator, Th. Muivah, General Secretary-Ato Kilonser of the NSCN/GPRN. Therefore, the NSCN/GPRN and Nagalim must leave no stone unturned to defend this legacy and protect the foundation by upholding the letter and spirit of the Framework Agreement of August 3, 2015.
