Ukhrul, March 28, 2025: The staff of the One Stop Centres (OSC) in Manipur, are working without salary and necessary funds needed for running the OSC for the past 24 months and it has greatly affected their efficiency in rendering their service. The OSCs have sought the attention of His Excellency, Governor of Manipur for immediate and necessary intervention and direction to the concerned authority.
One Stop Centre (OSC) was established in 2015 under the Ministry of Women and Child Development, Government of India with an aim to provide integrated support and assistance to women affected by violence both in public and private places. It is now under the umbrella scheme “Mission Shakti”.
The 16 One Stop Centres in Manipur have been working quietly but diligently to support women and girls affected by violence. This is evident from their service when the state was hit hard by COVID and more recently, their service in the districts affected by the conflict that erupted on 3rd May, 2023.

In a letter submitted to the Governor of Manipur, on 28 March 2025, by the Centre Administrator, One Stop Centre, Imphal East, Takhellambam Latarani Devi, for and on behalf of all the 16 OSCs stated that “one of the major grievances being faced by the staff of OSC, Manipur, who are giving services to the women is shortage of fund. That the staff of the OSC, Manipur, are working without salary and necessary funds needed for running the OSC for the last 24 months.”
“That, out of these 24 months due fund, the Ministry has released fund for six months (April to September 2024) i.e., Financial Year 2024-2025 I and II quarter and the same is being processed by the Secretariat for release to the OSCs, however, it has been informed that due to overload of works as the financial year 2024-25 is approaching our fund for six months (April to September 2024) may not be able to release within this month” added the letter addressed to His Excellency, Governor of Manipur.
In the facts and circumstances stated, the One Stop Centre has called the immediate intervention of His Excellency to kindly give direction to the authority concerned to release the OSC funds for six months before the end of this financial year 2024-2025.
