Ukhrul, April 16: The Deputy Commissioner of Ukhrul, Asish Das (IAS), on Wednesday issued a notice stating that any standing house structures will be assessed based on their existence prior to the publication of the 3A Gazette Notification. This assessment will be verified through the MARSAC report and must strictly adhere to the guidelines under the NH Act, 1956, as issued by the Ministry of Road Transport and Highways (MoRTH).

A “3A Gazette Notification” refers to a formal announcement in the Official Gazette, published by the Central Government, declaring its intention to acquire land for a public purpose—specifically for building, maintaining, managing, or operating a national highway or a part thereof. This notification provides a brief description of the land and is also published in local newspapers.

The notification reads:
“In continuation of this office letter of even No. dated 8th April 2025, I would like to inform all landowners owning land along National Highways in Ukhrul District that any standing house structures affected by the expansion of ongoing and upcoming National Highway Projects—namely NH 202 Yaingangpokpi-Ukhrul-Jessami Road (Packages 1, 2, 3, 5, 6 & 7), NH 102A Ukhrul-Tolloi-Tadubi Road (Packages 1 & 2), NH 102A Shangshak-Tengnoupal Road (Package 1), and NH 29 Jessami-Layne Road—shall be included/assessed based on the existence of the structure prior to the publication of the 3A Gazette Notification, verified through the MARSAC report and strictly adhering to guidelines under the NH Act, 1956, issued by MoRTH.”

It is also worth mentioning that the Chief Engineer, PWD Manipur, issued a corrigendum on April 15, 2025, stating:
“It is for the information of all bidders of IFB No. CE/NH/NIT/2024-25/2120 dated 24/02/2025 (Tender ID: 2025 MoRTH 850711 1) that the tender for the work ‘Widening and improvement of SHANGSHAK-TENGNOUPAL ROAD PKG-1 (from KM 0.000 to KM 38.700) of NH-102A into 2-lane with hard shoulder in the state of Manipur under the Annual Plan 2024-25, through EPC Mode’ is hereby canceled due to administrative reasons.”
