Sambu Raiping Long urged chief minister N Biren Singh to look into the poor road condition of the area 30 villages under 44-Ukhrul assembly constituency and 43-Phungyar assembly constituency with urgency as the area people are facing tough time due to long negligence.
PMGSY scheme cover 103 kms of Sambu area road.
In a press conference held at Ukhrul town on Saturday over the snail pace PMGSY work, Sambu Raiping Long president Lungshim Kasar alleged that Work minister had asked them to survey the faulty road alignment starting from Chamu village to Phungtha village through Kachouphung village while assuring to fulfill their findings during his visit to the area on April 4 of this year.
“As instructed, we have surveyed and submitted the same, however, there is no action from his side,” he alleged and warned that area people would launch intense democratic protest if there demand is not met within this month.
Lungshim further lamented that the area people have been facing tough time due to deplorable road condition.
“A Chamu village council member recently died in the state capital hospital and the area people had a hard time transporting back the deceased to his village due to poor road condition,” he said.
Why has our area been neglected for such a long time. Are we not part of Manipur, he further questioned, and then urged Manipur government to look into their plight.
Speaking at press conference, LM. Able, Covenor Sambu area PMGSY and Education Committee (SPEC) chairman reiterated that Works minister Biswajit had directed them to survey the faulty alignment area starting from Chamu village to Phungtha village through Kachouphung village, and submit the same while assuring to implement during his visit to the area on April 4, 2021.
He said there is no action whatsoever.
Meanwhile, Sambu Raiping Long in a memorandum submitted to chief minister N Biren Singh through deputy commissioner of Ukhrul on Saturday has urged to speed up the PMGSY work progress of the road stretches from Shirui village to Kachouphung village particularly for the portion of Chamu village to Phungtha village through Khayang village.
The body had appealed chief minister Biren to speed up the work progress in regard to PMGSY road from Shirui village to Kachouphung village particularly of the agreed portion of Chamu village to Phungtha village via Khayang village.
It then warned that civil society organisation of the area along with the villages will launch a stern agitation if the work is not taken up within September.
It maintained that Works minister had visited the area on April 4, 2021 and had given assurance in front of the public, 44 AC MLA, chief engineer, DC Kamjong, DC Ukhrul and civil society leaders of the area that the faulty alignment will be corrected at the earliest and the demand of the public will be met.
Work minister had also addressed the public on the need of bringing development as per the need and wishes of the public, it said.
The memorandum further stated that Khayang village accordingly cooperated with the department in finding new diversion of the faulty portions and the same report had been submitted.”But to our utter shock and disbelief, no work has been done till date,” it alleged.
The memorandum pointed out that the execution of earth works under various agencies and contractors for PMGSY Stage 1 road for the above mentioned portions have been allegedly completed.
It then stated that the road in its present condition is a seasonal road due to faulty alignment and steep gradient.
Sambu Raiping Long representing the civil organisation of the area have approached the concerned department on numerous occasion in the past for rectification, it said.
District Development Coordination and Monitoring Committee (DISHA) with MP Dr. Lorho S. Pfoze in the chair in its meeting held on September 20, 2019 at Hotel Imphal resolved to inspect the works executed under PMGSY, it added.
It then pointed out that 44 Ukhrul MLA Alfred in pursuance of the resolution adopted by DISHA on September 20, 2019 along with the deputy commissioner of Kamjong district, SDO/ BDO of Sahamphung block Ukhrul and Kamjong, and the concerned department with the additional chief engineer of MSRDA “conducted a joint inspection on 03/12/2019.
Another joint inspection was also conducted on 12 and 13 February, 2020 under 44-Ukhrul AC with DC of Kamjong, SDO/ BDO of Sahamphung, Kamjong and Ukhrul district, chief engineer, additional chief engineer and three engineers of MSRDA, it said, and added that a thorough survey was conducted and GPS mapping for the same was taken by the department.
Hill Area Committee (HAC) chairman Leishiyo Keishing who is also the MLA of 43- Phungyar AC had also visited the said village and areas on November 24 -25, 2020. A move for rectification was voiced on the same tour and assurance thereof was obtained, the memorandum added.
