Sovereign Nagalim National Flag and Constitution, Non-negotiable: NSCN-IM

Ukhrul, Mar 22: This press statement comes in the wake of another phase of the Indian state terrorism and its “divide and conquer” strategy on account of its failure to resolve the Indo-Naga political conflict through political negotiation. Instead of trying to resolve the decades-old Indo-Naga political conflict based on the letter and spirit of the officially agreed Amsterdam Joint Communique of July 2002 and the Framework Agreement (FA) of August 3, 2015, the Indian state and its agencies have again fallen into its old habits of implementing Its divisive tactics through the instigation and conspiring with some pro-India “Non-political Naga ruling elites” and its “own employees”. NSCN/GPRN has never ever given her blessing nor endorsed to GB Federation, Nagaland, to initiate consultative meetings with Nagaland apex tribal bodies on forging a common platform to finding any solution apart from FA.

Before the signing of the treacherous 1975 Shillong Accord with some members of the Naga National Council (NNC), the Government of India (Gol) agreed with its own employees” and a “non-political body” leading to the formation of the present puppet Nagaland state. This stratagem has been the single most important reason why there is no solution to the Indo-Naga political conflict.

Furthermore, any Accord or agreement that has been signed by/with any group within the constitution of India excluding the non-negotiable sovereign Nagalim National Flag and Constitution is a betrayal to the Nagalim national decision of August 14, 1947 and the May 16, 1951 plebiscite for a sovereign independent Nagalim nation.

The Chief Political Negotiator Th. Muivah, General Secretrary-Ato Kilonser, NSCN/GPRN has stated the political position of the NSCN/GPRN crystal clear that the only honorable and acceptable Indo-Naga political agreement shall be according to the letter and spirit of the Amsterdam Joint Communique of July 2002 and the Framework Agreement of August 3, 2015, officially recognizing and acknowledging the sovereign Nagalim national flag and the sovereign Nagalim national constitution.

To this end, the NSCN/GPRN had consistently taken its political position and decision on the Nagalim unique history and the Nagallm national principle on sovereignty on May 31, 2022. On July 23, 2019, and January 18, 2023, the NSCN members led by the Collective leadership and NSCN/GPRN re-affirmed the decision to uphold and defend the national decisions and the letter and spirit of the officially agreed Amsterdam Joint Communique of July 2002 and the Framework Agreement of August 3, 2015, to the last, come what may.

Subsequently, the Chief Political Negotiator Th. Muivah, General Secretrary-Ato Kilonser, NSCN/GPRN has on November 7, 2024, declared the non-negotiable government political position on ‘Nagalim unique history”, “Nagalim sovereignty and freedom”, “Nagalim sovereign territory”, “Nagalim sovereign national flag” and “Nagalim sovereign national constitution”. In his recent thanksgiving speech on March 20, 2025, on the occasion of the re-affirmation and declaration of the NSCN /GPRN Collective Leadership – Chairman, Vice-Chairman, and General Secretary, he reiterated that the letter and spirit of the Amsterdam Joint communiqué of July 11, 2002, and the Framework Agreement of August 3, 2015, are non-negotiable and the final benchmark for an honorable negotiated political settlement between Nagalim and India.

The Gol and the NSCN initiated political negotiation on August 1, 1997, to conclude an honorable and acceptable negotiated political agreement. Hence, if the Gol desires a negotiated political settlement, the political agreement must be according to the letter and spirit of the Amsterdam Joint communiqué of July 11, 2002, and the Framework Agreement of August 3, 2015, officially recognizing and acknowledging the sovereign Nagalim National Flag and sovereign Nagalim Constitution. Therefore, the following are the non-negotiable issues if the Gol sincerely desires an honorable and lasting political agreement with the NSCN and Nagalim.

1. For an honorable negotiated political settlement between Nagalim and India, the Gol must honor the letter and spirit of the Amsterdam Joint communiqué of July 11, 2002, and the Framework Agreement of August 3, 2015

 2. The letter and spirit of the Amsterdam Joint communiqué of July 11, 2002 and the Framework agreement of August 3, 2015 shall be the final benchmark for an honorable negotiated political agreement between Nagalim and India.

 3. The sovereign Nagalim National Flag and sovereign Nagalim Constitution are non-negotiable and they shall be integral in the political agreement.

In conclusion, we therefore counsel the Gol and its agencies not to indulge in another misadventure with its “own employees” and “non-political body” which will seriously jeopardize the Indo-Naga political peace dialogue between the Gol and the NSCN and that will have serious negative ramification.
