Ukhrul District Begins Visioning Process for a Community-Led Development Model

Ukhrul, October 20: Towards a major step in reimagining the future of the district, a brainstorming session on “Development Model for Ukhrul” was held today at the TTA Smart Hall, Hamleikhong. The consultation was jointly organized by the Tangkhul Theological Association (TTA) in partnership with the Ukhrul District Administration, led by Deputy Commissioner Asish Das, IAS.

“Vision Ukhrul” a participatory, community-owned development initiative aimed at shaping a self-sustainable and future-ready Ukhrul through inclusive planning rooted in local values and collective responsibility was presented at the session.

Presenting the framework, DC Asish Das explained that Vision Ukhrul is inspired by successful global models such as South Korea’s village-centric development, adapted to the cultural, social and geographic realities of Ukhrul.

“We have unlimited problems but no solutions so far. That is why we are designing a unique village-based model that suits Ukhrul. A model that is open to all, voluntary, and rooted in people’s participation,” said the DC.

He stressed that every good human must be a partner in this journey, and every village can become a model village, provided it takes ownership and responsibility.

Core pillars of vision Ukhrul includes Community-led planning and execution, bottom-up village development based on local identity or specialty, transparent and accountable governance, no poppy cultivation, 100% school enrollment, and zero unused public assets, convergence of government schemes, CSR, NGOs and community contributions and voluntary sacrifice movement and not fundraising, but purpose-driven service.

The initiative outlines a short-term roadmap, Vision 2030 (self-sustainable Ukhrul), and Vision 2047 (Centre of Excellence & model district of India).

Emphasizing the importance of youth, the Deputy Commissioner said, “We are targeting the youth and students because the future belongs to them. If they own this vision, the chances of success are the highest. They are the energy, and they must define what Ukhrul should look like in 10 or 20 years.”

He ended with a strong message of purpose and accountability, “No risk, no return. No pain, no gain. I just want to answer my conscience, that I did everything possible to find solutions for the people.”

Today’s session is the first of many consultative exercises, with more community interactions, vision-casting workshops and strategic planning sessions to follow in the coming months.

The programme saw voluntary participation from youth, NGOs, change makers, educators, journalists, spiritual leaders and interested individuals.

Vision Ukhrul is not just a project. It is the beginning of a people’s movement initiated by the Ukhrul’s 37th Deputy Commissioner to transform Ukhrul through collective action, spiritual integrity, and long-term responsibility.
