Alleging that Manipur government has failed to issue orders implementing 7th UGC Pay and Regulations even after 19 days since the signing of a memorandum of understanding (MoU), Federation of Government College Teachers’ Associations (FEGOCTA) once again set March 31, 2021 as the deadline to issue the orders.
FEGOCTA, in a statement issued on Thursday, alleged that the state government has cheated them once again over the implementation of 7th UGC Pay and Regulations by not issuing the orders which the state government assured to issue within two weeks time. The apex body of government college teachers demanded that the state government should issue the order latest by March 31, honouring the verbal assurance and MoU signed on March 6.
In this regard, a written request has been submitted to the chief minister, Education minister and chief secretary on Thursday, FEGOCTA informed in the statement. “The government should not compel FEGOCTA to go for another agitation this time by honouring the verbal assurance and MoU signed on March 6”, FEGOCTA further stated.
As per the assurance given by the government and memorandum of understanding (MoU) signed on March 6, 2021 between FEGOCTA and the state government, orders implementing the 7th UGC Pay and Regulations were to be issued in two weeks’ time. However, the concerned authority of the state government was yet to issue the orders, the FEGOCTA lamented.

“The failure to implement UGC Policy even after seven months of Cabinet decision is a great concern of the higher education and prestige of the Cabinet of Manipur,” the teachers’ body stated.
Teachers of government colleges in Manipur had recently launched various forms of agitations including indefinite class boycott and cease work strike. The agitations were suspended after the signing of the MoU after a talk at the level of chief minister on March 6 last.
The MoU was signed among the representatives of FEGOCTA, AMCTA (All Manipur College Teachers’ Association) and the state government after thoroughly deliberating on the long standing demand of the college teachers for payment of salary as per UGC 7th Pay Commission.
FEGOCTA had, after signing the MoU, claimed that the state government assured to issue orders addressing the agreed points within a two week time.
As per March 6 agreement, the state government agreed to give 7th UGC Pay notionally from January 1, 2016. Further the arrear amount from April 1, 2019 to March 31, 2021 will be given in two instalments in July, 2021 and April, 2022.
The cash payment of 7th UGC Pay will be made from July, 2021 along with the arrears of April, May and June, 2021.
As per August 6, 2020 cabinet decision, the state government has already agreed to adopt the 7th Pay and UGC Regulations, 2018 which prescribes the qualifications for recruitment, criteria for promotion, service conditions, duties of the teachers etc in the colleges.
