The All Tribal Students’ Union Manipur, All Naga Students’ Association Manipur, Kuki Students’ Organization-GHQ, and all federating units of ATSUM held an emergency meeting at ATSUM office located at Adimjati Complex, Imphal on Monday over Manipur (Hill Areas) Autonomous District Councils, Bill 2021 and induction of nine MLAs to the Assembly Constituencies from unscheduled areas as members of HAC.
The emergency meeting of the apex tribal students’ union resolved to boycott Manipur state Government’s “Go to Hills 2.0.”

The thread bare meeting deliberated on the prevailing socio-political situation of the state arising out of arbitrary and alleged unconstitutional orders of the Manipur Legislative Assembly speaker for induction of eight MLAs from Assembly Constituencies of unscheduled areas vide Orders No.5/11(2)/2021-LA(Secy.) dated September 1, 2021.
After considering the views and observations of all the members, they have also resolved to demand for “convening a Special Manipur Legislative Session to discuss the Manipur (Hill Areas) Autonomous District Councils, Bill 2021 recommended by the Hill Areas Committee.
Resented over the alleged biased design of governance administered towards the tribal populace in the form of over sighting the Manipur (Hill Areas) Autonomous District Councils, Bill 2021 recommended by Hill Areas Committee and induction of nine MLAs of Assembly Constituencies from unscheduled areas as members of HAC, the meeting also resolved to boycott the Manipur state Government’s, Go to Hills 2.0.
It also resolved to “undertake an intense form of agitations” should the orders of Manipur Legislative Assembly speaker orders inducting eight MLAs of Assembly Constituencies from unscheduled areas as members of HAC vide Orders No.5/11(2)/2021 LA-(Secy.) dated 1st September, 2021 is not revoked within September 9.
The meeting chaired by ATSUM President Paotinthang Lupheng appreciated the stand adopted by the Hill Areas Committee (HAC) wherein the Speaker’s Orders was termed as “unconstitutional” and has also demanded to rescind the said orders.
