Manipur DGP launches first of its kind, 8 GPS enabled dedicated Highway Patrol

Senapati: In a first of its kind for the hill districts, P. Doungel, IPS, Director General of Police, Manipur launched GPS enabled dedicated Highway Patrol for Senapati and Kangpokpi districts at Senapati headquarters on Friday. The launching program was held in the presence of Clay Khongsai, IPS, Addl. Director General of Police (Training/Law & Order), I.K. Muivah, IPS, Inspector General of Police (Admin), Nishit Kumar Ujjwal, IPS, IGP (Zone-III), R.K. Tutusana, IPS, IGP, Director, MPTC, Pangei, Mamata Wahengbam, IPS, IGP (Training), Mangkhogin Haokip, IPS, Dy. IGP (Range-IV), Amrita Sinha, IPS, Superintendent of Police, Kangpokpi district, Karthik Malladi, IPS, Superintendent of Police, Senapati district, Chiphang Cecelia Sopemla, MPS, SP, CMTW, Imphal, Mahesh Chaudhari, IAS, DC, Senapati and other district CSOs.

In his welcome note, Karthik Malladi, IPS, Superintendent of Police, Senapati district stated that highway are the lifeline of any country. They have to be protected, secured, and with this aim, to strengthen the capacity of the district Police of Senapati and Kangpokpi, 8 GPS enabled vehicles was launched and dedicated for security of the highway–5 for Senapati and 3 for Kangpokpi districts. The district Police of Senapati and Kangpokpi extended gratitude to the state DGP, ADGP, IGPs, DIG and all rank and files of the Police department which was launched as a technology driven policing. Calling the first of its kind, the highway patrol vehicles will be attached with GPS which could enable to monitor the location as and when any crime or distress signal is received from the highway between the stretches from Mao to Gamgiphai. The 8 vehicles which will be covering for a stretch of 10-12 kms will able to mobilise immediately and address to the needs of the people. The launching of the vehicles is stated to give security to the commuters and especially to the travellers coming from outside the state which will give a sense of security and confidence to the people. The team also reported to enhance the effectiveness of the district Police in responding quickly. As the Manipur Police continue to strive to serve the public, the SP of district Police along with senior officers appeal to the public to come forward, report any crime and with the cooperation of all, assuring the Manipur Police who will usher a time of peace and progress for all communities in the state.

Nishit Kumar Ujjwal, IPS, IGP (Zone-III) stated that the GPS enabled vehicles would ensure change in policing. Having served as Addl. SP at Senapati in the past, he had long dreamed for the same for better policing in the district considering NH-2 as the lifeline of Manipur. The IGP (Zone-III) also thanked Chiphang Cecelia Sopemla, MPS, SP, CMTW, Imphal for all the concern to install the same while thanking all the rank and files to have allotted the facilities to the 2 districts.

Speaking on the occasion, Manipur DGP, P. Doungel, IPS called it a happy day to have launched the vehicles in the two districts. The idea was reported to have given by one of the officers for the same having felt the necessity along the NH. Out of almost nothing, the project has come for usage as the government also feels concern about the problems that are going on in the highway being the lifeline that needs to be protected and secured. Not only for the transporters and tourists alone but also for any unseen accidents that needs taking care of, as well as for people who are stranded on the NH and other purposes which will need the highway patrol while regulating the traffic and giving protection. The state DGP is happy to learn that both the district SPs are taking immense interest including all the supervisory officers that made to turn into reality. DGP is hopeful that things will be very different from Mao to Gamgiphai while seeking cooperation from the public being the first time to introduce such facilities calling the public as their eyes and ears for the Police.

Senapati

Manipur DGP reminded the Police officials that they represent the whole of Manipur whenever they go out on duty in the highway. Whatever they do is for the good of all people of the state that reflects the quality of a policeman. DGP Doungel also called the Police as the ambassador that stands for the whole state Police in the service of humanity. The DGP further thanked the chief minister and chief secretary for their encouragement in this matter taking out the initiative. The DGP prayed it would be blessed as it was taken up as was done in good faith and for the love of the state and its people.

Earlier in the morning session, a one day workshop on “Narcotic Law Enforcement” which was organised by the Manipur Police Training College, Pangei and hosted by the SPs of Senapati and Kangpokpi was held at DRDA Conference Hall, Senapati. Police officers from Senapati and Kangpokpi district including 4th IRB, Taphou attended the program.

Meghachandra Singh, MPS, Superintendent of Police (NAB), Manipur talked on “Important roles and duties of DLOs, Magistrates, Forest officers and Police Officers, etc. in the prevention snd destruction of Poppy cultivation in Manipur,” A. Ghanashyam Sharma, MPS, Asst. Director, MPTC, Pangei on “Investigation of NDPS cases, Do’s & Don’ts and check list before submission of charge sheet,” Sureshkumar Singh, SP-NCB, Sub-Zonal Office, Imphal on “Important aspects of Search, Seizure and Arrest in NDPS cases” and G. Malangmei & Kimboi Vaiphei, Investigators, NAB, Manipur on “How to go about a successful ND & PS case, a case study.”
