UKHRUL:  Aaranyak, an environment conservation organisation, has welcomed the Assam Government’s order prohibiting unauthorised drone around Amur Falcon roosting and congregation sites during the period of their seasonal presence.

The order was issued by the office of the Principal Chief Conservator of Forests (PCCF) and Head of Forest Force, Assam on November 6.

Aaranyak stated it had recently appealed to the concerned government authorities to impose a complete prohibition on drone operations around identified Amur Falcon congregation sites, citing the risks of collision, injuries and disturbance to the birds.

“The organisation is pleased that the Government of Assam has responded promptly to its appeal and issued this timely order, recognising the need to ensure undisturbed resting, feeding and migratory movement of the Amur Falcons,” Aaranyak said.

The order specifically prohibits unauthorised recreational, commercial and non-essential drone flying, photography and videography within and around identified Amur Falcon congregation and roosting sites during their seasonal presence. It also directs the concerned Divisional Forest Officers to identify and demarcate sensitive roosting areas, ensure effective monitoring and protection, and coordinate with district administrations and police authorities for enforcement. Further, public awareness and sensitisation of tourists, photographers, content creators and local communities have also been emphasised.

Udayan Borthakur, organising secretary of Aaranyak, who led the organisation advocacy on this issue, said, “We sincerely appreciate the prompt and proactive response of the Government of Assam, particularly the Office of the PCCF and Chief Wildlife Warden, in recognising this concern and issuing the necessary order. Amur Falcons are remarkable migratory birds, and their congregation sites in Assam are important stopover locations during their extraordinary annual journey. While photography and videography can play an important role in promoting wildlife appreciation, these activities must never compromise the safety of the birds.”

He further stated that drones equipped with high-speed rotating propellers pose a real risk of injury through accidental collisions and can also cause unnecessary disturbance.

“We hope this order will be strictly implemented and serve as a clear message that wildlife safety must always take precedence over social media content and personal interests. Aaranyak remains committed to supporting the Forest Department in public awareness and sensitisation initiatives to ensure responsible behaviour around these sites.”

Amur Falcons undertake an extraordinary annual migration from their breeding grounds in eastern Asia to their wintering grounds in southern Africa. Assam hosts important congregation and roosting sites, notably at Umrangso in Dima Hasao district and Dharamtul in Morigaon district, where the birds gather during their seasonal passage.

Aaranyak reiterated its appeal to photographers, content creators, tourists and visitors to respect the new restrictions and refrain from flying drones near these congregation and roosting sites. It also stated that it encourages responsible wildlife photography that prioritises the safety and well-being of the birds. Additionally, it offered to extend its support and expertise to the Forest Department in developing and disseminating awareness materials and undertaking sensitisation programmes among local communities,
visitors and content creators.
