ADC Bill 2021 to be tabled in Winter Session of Manipur Legislative Assembly 2021; Agreement reached between Manipur govt and Tribal bodies

Imphal: After a dramatic day of arrest of tribal body leaders at Nungba, Tamenglong and the knee jerk reaction by all tribal bodies across Manipur, the government of Manipur with its representatives and tribal president of ATSUM Paothinthang Lupheng, ANSAM president Wanglar Thiirtung, president KS)-GHQ Sasang Vaiphei have reached an agreement under three terms of agreement.

The said agreement was reached between the tribal bodies and State government representatives, minister Letpao Haokip, minister L Dikho, minister Vungzagin Valte and officers of Tribal Affairs and Hills Development. The agreement from the State government is signed by Letkhogin Haokip, Addl. Chief Secretary, GoM.

The terms of the agreement are:

  1. There will be a discussion between Hiill Areas Committee (HAC), Manipur Legislative Assembly and the State government within five days time – The date for which is November 30 on the draft Autonomous District Council (ADC) Bill 2021.
  2. Thereafter, the draft ADC Bill 2021 shall be introduced by the government in the upcoming Winter session, 2021 after completing the due process of law provided under the Constitution of India.
  3. The government shall release all the Executives of ATSUM, KSO, and ANSAM unconditionally and the ongoing economic blockade shall be suspended for the time being.
