ANSAM Demands Reservation Implementation in Manipur’s Central Institutes

SENAPATI, JULY 23: The All Naga Students’ Association, Manipur (ANSAM) has submitted a representation to the chief minister of Manipur today for the prompt implementation of the reservation norms in admission to the central institutes operating in Manipur as per the Central Institutes(Reservations in Admission) Amendment Act, 2012 passed in the Parliament and to uphold the Manipur High Court Ruling and Supreme Court order of India, a statement from the Naga student body said today.

The ANSAM also called on the Vice-Chancellor of the National Sports University (NSU) Manipur expressing its concerns over the “irregularities” in the recent declaration of admission result for the academic session 2024-2025 contradicting the existing reservation norms and apprised to rectify the discrepancies. “An ultimatum is being served to rectify the same on or before July 31, 2024, as per the rule of law and all the admissions process be kept in abeyance until the problem is solved, it added.

Meanwhile, the ANSAM memorandum to the Manipur chief minister drew attention of the latter for immediate intervention and necessary actions regarding the Central Institutions (Reservation in Admission) Amendment Bill, 2012.

“As necessitate to poise the equilibrium for different categories in the society for admission to various undergraduate and postgraduate courses in Manipur and other six Northeast states of India, the Central Educational Institutions(Reservation in Admission) Amendment Bill, 2012 was passed by the House of Parliament, Rajya Sabha on April 27, 2012 and Lok Sabha on May 16, 2012 and assented to Act on June 19, 2012 on Act No. 31 of 2012 wherein the reservation percentage is reserved 2% for SC, 31% for ST and 17% for OBC.(Copy enclosed) and the same reservation act was validated by High Court of Manipur and the Supreme Court for implementation in the Central Institutes of Manipur.(Copy of High Court and Supreme Court verdict enclosed in Annexure-A),” the memorandum mentioned.

The ANSAM memorandum also said the National Sports University, Imphal, a central university under Ministry of Youth Affairs and Sports, Government of India, has violated the reservation norms in its notification for admission despite of “our reminders to strictly follow the reservation policy in accordance with the Central Institutions (Reservation in Admission) Amendment Act, 2012”. NSUI in its notification and result declaration for the session 2024-2025 contradicts the reservation norms which has to be followed in the Central University by providing reservation percentage of 2% for SC, 31% for ST and 17% for OBC as per the parliament act. Whereas, the recently declared result has allocated 15% for SC, 7.5% for ST and 27% for OBC violating the actual reservation norms (Admission notification and result declaration of NSUI enclosed in Annexure-B), the memorandum pointed out.

The ANSAM then said it “feels pertinent to expose such injudicious modus operandi decision of the National Sports University Imphal thereby looting and depriving the rights of the tribals with narrow interpretation and exploitation of the quotas meant for Scheduled Tribes in the state”. It added, “Such a deliberate act of the competent authority in the University with malafide intention is unfortunate and inappropriate. These irregularities have never done any good but always triggered resentment and unrest amongst the societies and eventually leading to social rift in the state. All these acts of exploitation and manipulation must be put to a stop once and for all”.

The ANSAM said the “intentional manipulation” and the nature of procrastination of the National Sports University, Imphal, and Central Agricultural University, Imphal, is a matter of great concern for the ANSAM, the apex Naga students’ body and youths in Manipur. The ANSAM also said it was perturbed by the continuous moribund state of affairs in the education system in Manipur reeling under problems of manipulation and violations leading to resentment, agitations, social chaos and vices to which the competent authority of the state and the country must take an onus to solve the problem for the ends of justice. The ANSAM also said it will not accept unless the actual reservation policy is strictly followed in accordance with the Parliament act for admission to various courses in the central universities.

Towards this, “we believe that your government will sincerely initiate necessary steps to abide by the rule of law by progressively implementing the same in letter and spirit in the best interests of the tribal populace and all concerned citizens at large,” the ANSAM memorandum to the chief minister said. “Our shared experiences of the past made us cautious about the issue at hand but we are optimistic that your high office will do justice for the well being of the state”. The Naga student body added, “It is for these reasons that we place this representation before you for timely intervention to salvage the indigenous tribal people in the state and the Association is sanguine of positive implementation of the Amendment Act, 2012 during the admission process for admission to various courses in National Sports University, Imphal and Central Agricultural University, Imphal and other Central Universities operational in the state of Manipur”.

The memorandum then cautioned, “Failing which the All Naga Students’ Association, Manipur and its units would be compelled to take up befitting course of actions to meet the ends of justice and the government shall be held responsible for any untoward consequences in the course of our agitations”.
