Chief Secretary, GoM asks all to station at their places of posting

Senapati: In an office memorandum issued on April 18, 2022, Dr. Rajesh Kumar, Chief Secretary (DP), Govt of Manipur had instructed all officers/officials to be stationed at their place of posting. This development comes in their absences that have not only hampered the functioning of the offices but also stated to have caused immense hardships to the public at large and has been viewed very seriously.

From the Department of Personnel & Administrative Reforms (Personnel Division), Govt of Manipur, the Chief Secretary, Govt of Manipur stated that the Govt vide O.M.s No. MISCDP-1/60/2021-DP-DP, dated, 28-12-2021 and 10-02-2022 had instructed all officers/officials to be stationed at their place of posting. They are to reside in the Govt accommodation in the Sub-Division/Block of their respective posting, if available and in the absence of Govt accommodation, they may stay at a rented place and seek re-imbursement of the rent subsequently, with rates of rent to be vetted by Finance department.

Report of absence from different officers/officials from different departments of the state has reportedly come to the notice of the Govt that in spite of these instructions, many officers/officials are not stationed at their places of posting and continue to reside at their home towns. This has not only hampered the functioning of the offices but caused immense hardships to the public at large and has been viewed very seriously. It is re-iterated that all officers/officials are to be invariably stationed at their places of posting, the chief secretary stated.

Further, all Deputy Commissioners and Superintendents of Police have been directed to remain in their respective districts at all times and any movement out of the district shall be done only with the permission of the Chief Secretary/Director General of Police. They have been asked to ensure that all District Level Officers and other officers/officials attend office regularly and remain within the district jurisdiction. If they are required to travel out of their District/Sub-Division/Block of posting, prior permission from the Deputy Commissioner shall be compulsorily obtained. In case of any officers/officials are found absent from their places of posting, it is to be immediately brought to the notice of the Chief Secretary.

All Deputy Commissioners are also directed to make arrangements for installation of Biometric Attendance System in the DC office and all DLO offices immediately by consulting the Director (IT) for linking data flow to Central Server for regular monitoring at State Level.

Attention is also invited to Finance Department O.M. No.2/2/2020-FR dated, 24-02-2021 wherein countersignature of the Deputy Commissioner on salary bills (Authorisation Slip) of DLOs to be obtained. This is stated to be linked to the attendance recorded in the Biometric Attendance System once it is installed.

This is stated to be issued with the approval of the Competent Authority.
