SENAPATI, NOV 19: Affected land owners along NH-102A (Tadubi–Ukhrul road) under the Phaibung Area Landowner Association within three Phaibung villages — Phaibung Khullen, Phaibung Khunou and Phaibung Lower — in Senapati district have warned that they will take their own course of action over non-payment of compensation if their appeals are not acted upon.
It may be noted that more than 30 affected land owners have not been compensated till date, despite having waited for more than three years since the commencement of the road construction.

Villagers alleged that they had proposed to expand from the former PDW road but a new route was cut to ensure a better road, where some houses were dismantled along the new route with the promise of compensating the affected land owners. Three years have reportedly passed, but no compensation has been made so far, the affected land owners alleged. In a press statement received from the affected land owners of the three Phaibung villages, they stated that they are compelled to intensify their democratic protest and take up their own course of action in Phaibung areas after the 10th of December 2025 if their appeals are not respected.
A statement mentioned that the affected land owners’ association from Phaibung areas reluctantly had to resort to a democratic form of agitation due to prolonged inattention and negligence to their repeated appeals by the NHIDCL and the district administration involved in NH-102A road construction. In spite of repeated requests made both formally and informally to the concerned companies and relevant authorities, the matter was stated to have been suppressed and met with a deaf ear.
In this connection, the affected land owners had reportedly written to the NHIDCL, the construction agency, on August 13, and to the district administration, Senapati, on August 23, to disburse the long-pending land compensation to the affected land owners of the three villages in order to expedite smooth conduct of the construction works without any hindrance. The affected land owners’ association has reportedly given a month-long duration to fulfil their demands in the past. A letter of support to the demands of the affected land owners along the route had also reportedly been submitted to the Deputy Commissioner, Senapati, in the past, which was signed by Z. Kh. Pani, Chairman, Phaibung Khullen; S. Recover, Chairman, Phaibung Khunou; and V. Careson, Chairman, Lower Phaibung village. A similar copy was also reported to have been given to the SDO, Chilivai Phaibung, the General Manager of NHIDCL (NH-102A), and the Supervisor of NHIDCL (NH-102A). However, with no response from the construction company nor the district administration, the affected land owners have warned that they will take up their own course of action, even to the extent of some anti-social elements, after December 10 next.
