CoTU had initially called the shutdown following the abduction and subsequent killing of two Kuki-Zo youths, Tinginlun Chongloi and Paoginlal Hangsing, whose bodies were recovered on November 1.

The Kuki body has been demanding decisive government action and justice for the victims.

The latest announcement marks a further intensification of the shutdown, with the CoTU withdrawing exemptions provided under its earlier notice.
