Govt of Nagaland issues ‘strict compliance order’ not to entertain Aadhaar address change by displaced Kukis of Manipur

Kohima: The government of Nagaland has advised against changing of Aadhaar address for displaced Kukis of Manipur affected by the prevailing ethnic violence in the neighbouring state.

An order issued by the state government on Tuesday said the government has noticed that “some displaced Kukis from Manipur had approached CSC (Common Services Centers) operator for change of address in their Aadhaar.”

The order, issued for strict compliance by P James Swu Addl Deputy Commissioner under Medziphema Sub-Division, located in between Kohima and Dimapur, “directed to all the Aadhaar operator and CSCs operating under Medziphema Sub-Division not to entertain change of address in the Aadhaar documents” citing that doing so “may lead to future complications.”

Aside from the Nagaland government’s order of Tuesday, it may be mentioned that the Kuki tribe is one of the 17 official tribes of Nagaland state that consists of 16 administrative Districts.

Further, the existence of Kuki tribe in Nagaland state, according to Lun Tungnung published in The Morung Express said that, John Butler took a census of the Kuki’s of Naga Hills in 1872 and also drew a map, where there were 25 Kuki villages, with a population of 2599 people in 21 villages (4 villages not accounted for). The Census of India 1901, also shows that there were about 26 Kuki villages with 128 persons per village approximately which brings the Kuki population in the Naga Hills to 3328. Lun further noted that during the Naga Plebiscite on 16 May 1951, the Kuki leaders of the time like Onpao Kuki (President, Kuki Union), Paochung Kuki (Chief of Khaibung), Dr Lenzalal Kuki (Chief of Bungsang, father of late Seikhohen Kuki) and Subedar Khupjalet Kuki pressed their finger and took the lead amongst the Kuki people and mobilized its people within Nagaland in favor of Naga independence.

The current violent ethnic conflict between the Meetei/Meitei and Kuki-Zo groups since May 3 in Manipur state has displaced tens of thousands of people from both the communities and has claimed over 120 lives.

The epicenter of the conflict in the state hills are Churachandpur and Kangpokpi Districts.

Of the 16 Districts in Manipur, 10 Districts are in the hills and 6 Districts (Kakching, Imphal West, Imphal East, Thoubal, Bishnupur and Jiribam) are in the valley. Naga dominated hill Districts namely, Tamenglong, Noney, Chandel, Kamjong, Ukhrul, Senapati are largely unaffected by the prevailing conflict.
