In a memo submitted to the Chief Minister, the HAC Chairman reminded that matters scheduled under Article 371 fall within the jurisdiction of the Hill Areas Committee, which includes the Village Authority of Hill Areas.

He noted that the Tribal Affairs and Hills Department of the government has issued a communication to Deputy Commissioners of Hill Districts regarding the election of the Village Authority without soliciting the opinion of the Hill Areas Committee. This, he stated, constitutes a violation of constitutional provisions and urged the CM to rectify the matter to avoid a violation of constitutional provisions.
