JCILPS demands rules and regulations for effective implementation of ILP system in Manipur

Imphal: Joint Committee on Inner Line Permit System (JCILPS) on Monday demanded publication of rules and regulations of Inner Line Permit (ILP) system in the state gazette. “If the state government fails to do so before the enforcement of the Model Code of Conduct for the elections to the Manipur Legislative Assembly, the committee is ready to launch a series of agitations”, said JCILPS convenor, BK Moirangcha.

Addressing a press conference at its office in Imphal, the JCILPS convener alleged that district administrations and police are yet to implement the provisions of section 20 of the ILP.

The section 18 of the ILP system deals with verification and monitoring of the people visiting the state with ILP passes while section 20 deals with penalizing the violators of the regulation. During a recent talk, the state Police department had agreed to implement the provisions of section 20 by the district police after due consultation with the district administration. However, the same is yet to be translated into action, the JCILPS convener alleged. “As the authorities do not take up steps to implement the provisions then JCILPS will take the role of the police in the implementation of the provisions”, he threatened.

Moirangcha alleged that the ILP system in the current way of enforcement is not effective.

According to him, JCILPS is preparing to launch a series of agitations if the state government fails to take up steps for the effective implementation of the provisions of section 20 of the ILP regulation before the enforcement of the Model Code of Conduct.
