It may be mentioned that Captain Achon Kipgen, after serving in the Indian Army (10th Assam Regiment), established the centre out of sheer burden for the people who are addicted to various drugs and alcohol and whose future is no longer hopeful. The centre is run by himself on non-profit motive without any financial support from government or NGOs.

Seeing hardships and difficulties faced by the inmates at the centre, 112 BN CRPF extended assistance with above items as part of building the future of local youths in their endeavour to free themselves from the bondage of addictions.
