Maka̱ Village Calls for Action Against MS/HVS Construction

Ukhrul: Maka̱ village strongly condemned the irresponsible and slow progress of work on PMGSY Road Package No. MN-KMJ (A) MN09153 Phase XI from TO2/BRTF Road to Maka̱ and seeks action against the erring contractor for failing to comply with PMGSY guidelines. The village also urges authorities to take necessary steps to ensure the commencement of road construction at the earliest.

In a press release, the Maka̱ Development Council (MDC) stated, “MDC is compelled to issue this statement to highlight its displeasure and shock over the inaction of the concerned Department of Manipur State Rural Development Agency (MSRRDA), Rural Engineering Department, and the Government of Manipur. We urge the government to initiate actions against the executing agency or contractors for failing to comply with PMGSY guidelines.”

It further said, “The work order for the execution of the project – PMGSY Road Package No. MN-KMJ (A) MN09153 Phase XI from TO2/BRTF Road to Maka̱ was awarded to M/s HVS Construction Materials Pvt. Limited with a tender amount of Rs. 334.69 lakhs for an 8km stretch and Rs. 46.02 lakh for 5-year maintenance. As per the details provided in the work order, the package was to be completed within a time frame of 18 months (27/10/2018 to 26/04/2020). The package includes the construction of 5 retaining walls, 10 breast walls, and an 80m pucca drain, none of which has been fulfilled.”

The village also said it is shocked to witness the immunity that fraudulent contractors and subcontractors enjoy from any actions and penalties, as they are in connivance with the officials. M/s HVS Construction Materials Pvt. Limited began the shingling work in the latter part of 2020 after many complaints but left the work site incomplete, citing machinery maintenance and other requirements. The contractor resumed shingling work in 2022 but left midway in December 2022.

“Fifteen months have passed, but there has been no resumption of work. The contractors, the concerned department—MSRRDA, and the Government of Manipur continue to exhibit insincerity and an apathetic attitude towards the plight of the hill people,” the press release added.

MDC furthermore said, “We urgently call upon the concerned Department and the Government of Manipur to take necessary actions against the erring contractor for failing to comply with PMGSY guidelines and to ensure the commencement of road construction strictly as per the approved specific norms.”

The MDC statement jointly signed by Aleng Shaiza, Chairman MDC, and Sonim Kasar, Secretary MDC warned that in the event of failure to commence work within 15 days, the Village Authority will be compelled to take further action.
