IMPHAL, SEP 2: In the 8th Session of the 12th Manipur Legislative Assembly, which began today, Chief Minister Y. Khemchand Singh moved the House to pass the resolution that, “this House once again reaffirms its previous Resolutions passed on the 5th August, 2022 and the 1st March, 2024 and to urge the Government of India to update National Register of Citizens (NRC) in Manipur before conducting Census in the interest of the state in particular and the nation in general.”. The House then unanimously passed the resolution moved by the Chief Minister.
Also, during the session, Y. Khemchand Singh laid four papers on the table of the House. The papers are i) Report of the Comptroller and Auditor General of India on state Finances for the Year 2024-25, Government of Manipur (Report No. 1 of 2026); ii) Report of the Comptroller and Auditor General of India on General, Social, Economic and Revenue Sectors for the year ended 31st March, 2024, Government of Manipur (Report No. 2 of 2026); iii)The Manipur Private School (Registration and Regulation) Rules, 2024 (as published in Manipur Gazette No. 30 Dated 6th November, 2024); and iv) the Manipur Town and Country Planning (Sixth Amendment) Ordinance, 2026 as published in Manipur Gazette No, 156, dated 22nd July, 2026).

Y. Khemchand also presented the Business Advisory Committee Report 2026 and also moved that “the House agrees with the allocation of time proposed by the government”.
Replying to the Calling Attention Motion raised by Congress MLA K. Ranjit Singh, Home Minister Govindas Konthoujam said that the people of Manipur and the government have the firm determination to protect the integrity of the State. He said that there is no official report on the land swap deal between India and Myanmar. He added that the majority of the portion of the international border fencing has been completed.
While replying to the Calling Attention Motion raised by Congress MLA K. Meghachandra, the Home minister stated that “we all should shoulder the responsibility and practice sense of humanity to restore peace in the State”. He also appealed to all the religious and community leaders to come forward to solve the trust deficit.

Thereafter, Chief Minister Y. Khemchand presented the First Batch of the Demands for Supplementary Grants, 2026-27. The presentation included a total amount of Rs 3,861 crore, covering 31 demands and one appropriation. Out of this, Rs 12 crore is charged on the Consolidated Fund of the State, while Rs 3,849 crore is sought to be voted by the House. While presenting the Grants, he mentioned that 90% of the total provisions sought under these Supplementary Demands relate to CSS, NABARD and EAPs, adding that it reflects the State Government’s continued commitment to mobilising external and centrally supported resources for the implementation of development programmes and ongoing projects.
Later, Chief Minister Yumnam Khemchand introduced various Government Bills on the floor of the House. These include :- (i) The Manipur Town and Country Planning (Sixth Amendment) Bill 2026. (Bill No. 11 of 2026); (ii) The Manipur Conservation of Paddyland and wetland (Third Amendment) Bill, 2026. (Bill No. 6 of 2026); (iii) The Manipur Goods and Services Tax (Tenth Amendment) Bill, 2026. (The Manipur Bill No. 9 of 2026); (iv) The Manipur AYUSH Council Bill, 2026 (Bill No. 10 of 2026); (v) The Manipur Right to Business and Investment Facilitation Bill, 2026 (Bill No. 8 of 2026); (vi) The Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Bill, 2026. (Bill No. 14 of 2026); and (vii) The Manipur Unified (Trade, Shop and Establishment Licensing) Bill, 2026 (Bill No. 13 of 2026).

Moreover, Deputy Chief Minister Nemcha Kipgen introduced The Manipur Panchayati Raj (Ninth Amendment) Bill, 2026. (Bill No. 12 of 2026). Home Minister Shri Govindas Konthoujam introduced The Manipur Fire and Emergency Service Bill, 2026. (Bill No. 4 of 2026).
