Imphal: On the fifth and last day of the 5th Session of 12th Manipur Legislative Assembly today, Chief Minister N. Biren Singh informed the house that 28 persons are still missing in the ongoing violence in Manipur.
The Chief Minister also informed the house that 50% advance has been compensated for 139 families under Permanent Housing Scheme for the violence affected people.
50% of another 472 families are also sanctioned. After the completion of properties assessment of the affected families by the deputy commissioners, compensation will be distributed according to the available resources. As interim relief, families whose houses were destroyed or gutted 1 lakh compensation per family have been approved of which 25% have been sanctioned.
The Chief Minister then said that CBI is reported to have filed chargesheet against 5 accused persons in connection with the case of missing two students.

The Chief Minister also said that as per the website pib.gov.in, MHA has decided to scrap the Free Movement Regime between India and Myanmar to ensure the internal security of the country and to maintain the demographic structure of India’s North Eastern states bordering Myanmar. The Ministry of External Affairs is currently in the process of scraping it and MHA has recommended the immediate suspension of the FMR.
N. Biren Singh then said killing of the SDPO, Moreh, was a cowardice act. Four persons have been arrested in this connection. The case is being investigated by the NIA. He then said the government is giving priority to bring normalcy in the border town of Moreh.

In the evening session, a short duration discussion was raised by MLAs K. Ranjit Singh of Sugnu and Th. Lokeshwar Singh of Khundrakpam constituency respectively saying that there are frequent violent attacks by Kuki militants to the villages located in the peripheral foothill areas particularly in the Sugnu and Khundrakpam constituencies. K. Ranjit Singh explained the need for deployment of security personnel, both state and central forces, to protect the life and properties of the people of the area. He said that resettlement of the displaced people of the affected areas will only be possible with the proper deployment of security personnel. Ranjit also drew the attention of the Chief Minister to deploy 200 (two hundred) state security personnel to meet the present requirement of security in the area for resettlement.
Former Chief Minister O. Ibobi Singh raised a discussion on the need for a holistic approach to restore peace and normalcy in the state. Ibobi suggested disarmament and initiation for a peace dialogue for bringing back normalcy in the state. In this regard, creation of a conducive atmosphere is necessary, he supplemented.

Meanwhile, Chief Minister N. Biren Singh stated that each and every legislator is playing an important role to maintain peace and security in the state. “There might be a shortage of security forces at the early part of the conflict. The state was also facing a difficult time regarding the deployment of central security forces at the conflict zones. But it has been gradually settled. The government has been taking all necessary steps as priority to protect the lives and properties of the people of the state,” Biren said. He also appealed for constructive suggestions from every section of the society for restoration of peace and harmony in the state.
