KANGPOKPI/UKHRUL: Two Kuki women’s bodies namely, Kuki Women Organisation for Human Rights (KWOHR) and Kuki Women Union, General Headquarters (KWU GHQ) have submitted a memorandum to prime minister Narendra Modi through the deputy commissioner of Kangpokpi, raising concerns over the alleged audio tapes of former chief minister N. Biren Singh and the April 24 attack on Mulam and Songphel villages.
In the memorandum, the two Kuki women bodies said the issues go “to the very foundations of rule of law” and reflect the continued suffering of the Kuki-Zo community since May 2023.
On the audio tapes, the bodies said the recordings, which have been widely reported and are now before the Supreme Court, contain statements attributed to N Biren Singh, the former chief minister of Manipur, that point to possible complicity at the highest level. They said no concrete action has been taken so far, calling the silence “deeply demoralising” for victims, particularly women and children.
They urged the Centre to order a time-bound, independent probe under judicial supervision, stating that public trust in the government’s commitment to the rule of law now hinges on how the matter is handled.

The memorandum also referred to the April 24 armed attack on Mulam and Songphel villages, describing it as “premeditated” and noting that it took place despite the presence of central forces and buffer zone arrangements. The incident, it said, is part of a continuing pattern of violence in Kuki-Zo areas.
Seeking immediate action, the Kuki women bodies demanded:
- a CBI probe into the audio tape case under court supervision,
- an NIA investigation into the Mulam–Songphel attack,
- ex-gratia relief and rehabilitation for affected families,
- increased deployment of central forces in vulnerable areas, and
- initiation of structured political dialogue with Kuki-Zo representatives.
They also called on authorities to ensure that a proposed “Mass Rally for Justice, Truth and Accountability” scheduled for April 29 is allowed to proceed without obstruction.

The memorandum then urged the Union government to ensure accountability and restore faith in the rule of law, stating that justice must be delivered “not as a matter of grace, but as a right.”
