Manipur Guv appoints existing ADC Chairmen as ‘caretaker chairmen’, forfeits financial powers

An order from Manipur Governor, signed by additional chief secretary of Tribal Affairs and Hills stated that in supersession of the previous Government order No 7/1/2019 Hills (ADC/ELEC) dated November 30, 2020 and in consideration of the recommendation of the state executive committee of department of Relief and Disaster Management, the governor of Manipur is pleased to appoint all existing chairman of Autonomous District Councils as caretaker chairmen. The statement further added that this is an interim measure till the election of the ADCs are held.

Under the new order, the caretaker chairman shall not exercise any financial powers and shall look after the normal routine duties of the Councils. Deputy Commissioner and the Chief Executive Officer concerned of the district shall be the ‘joint signatories’ for all financial transections of the councils, it added.
