Imphal: Manipur Transport department instructed motor vehicle dealers not to deliver motor vehicles to buyers without registration while prohibiting driving of any motor vehicle without registration number at public places.
The step has been taken up in view of many vehicles seen plying on roads without fixing the HSRP (High Security Registration Plate) or temporary registration number, an order of the Transport department issued on November 18 stated.
This has caused a serious concern to the law and order enforcing authorities as well as to the general public, particularly in the instances of accidents involving such vehicles without registration number plate, the order stated.

As such, plying of vehicles without registration number (HSRP) on the road is prohibited and if any vehicle found plying without HSRP, necessary action as deemed fit will be initiated as per under section 192B(2) of the Motor Vehicle (Amendment) Act 2019, the order also said.
Both the dealers and the owners are liable to penalty, it stated.
The owner of a motor vehicle who fails an application for registration for the vehicle under sub-section (1) of section 41 is punishable with fine of five times the annual road tax or one third of the lifetime tax of the vehicles whichever is higher.
Dealers who fail to make an application for the registration of a new vehicle under second provision to sub-section (1) of section 41 are also punishable with a fine of fifteen times the annual road tax or the lifetime tax of the vehicle whichever is higher, the Transport department reminded.

The order of the Transport department said that no person or owner of a motor vehicle will be permitted to drive any motor vehicle in any public place or any place unless the vehicle is registered in accordance with the provisions given in Motor Vehicle Act 1988 and its amendment from time to time.
According to the provision given in section 41(6) of the Motor Vehicle (Amendment) Act 2019, the new vehicles should not be delivered to the owner by the dealers until the registration mark (HSRP) is displayed on the motor vehicle in the form and manner prescribed by the Central government.
Moreover, Rules No. 42 of the Central Motor Vehicle Rules, 1989, it is instructed that no holder of a trade certificate will deliver a motor vehicle to a purchaser without registration, whether temporary or permanent, the Transport department added.
