The Tangkhul Katamnao Saklong (TKS) has said it will endorse the proposed total shutdown of Naga hill districts called by All Tribal Students Union Manipur (ATSUM) starting from August 22, Sunday midnight till August 23, Monday midnight in support of Manipur (Hill Areas) Autonomous District Council Bill 2021.

The release mentioned, “taking serious cognizance on the refusal of the Manipur government to table the HAC recommended bill in the ongoing Assembly session, the Manipur (Hill Areas) Autonomous District Council Bill 2021. This has challenged the rights of the people of the hills as per the Constitution Article 371 (C).”

TKS, the apex body of the Tangkhul students’ union appealed the public for maximum cooperation in this regard.

ATSUM had accused the government for not introducing the bill in the ongoing Assembly sessions. General secretary, Andria said on Saturday that it was regrettable of the state government not to discuss the ADC bill 2021, and further demanded the government to either bring up the Bill for discussion in the Assembly or clarify the true reason for not doing so.

ADC bill 2021 essentially seeks to provide more autonomy to HAC and Autonomous Districts Councils (ADC) to function and exercise its powers. The bill, if passed as an Act will provide self-governance to special areas of the Hills Areas recognized under the provisions of the Constitution of India.
