Referring to an office memorandum issued by the Home Department of the Manipur government on June 9, 2023, regarding the establishment and operation of semi-permanent relief camps in various districts, including Ukhrul, the TNL has put forth the following points:
- The TNL emphasizes that the relief camps in Ukhrul District should not accommodate displaced persons from other districts. This assertion reflects the TNL’s concern over the impact of such a move on the local community and resources.
- The TNL urges the Manipur government to devise a policy that prioritizes allocating displaced persons back to their original places of residence rather than dispersing them throughout different locations. The Tangkhul apex body believes that this approach will contribute to restoring permanent peace in the state.
- The TNL declares that any allocation of displaced persons from other districts to Ukhrul District will be opposed vehemently. TNL says it will hold the State Government accountable for any resulting consequences arising from such a decision.

Highlighting the Tangkhul Naga community’s commitment to respecting the values and practices of different communities with diverse cultures and beliefs, Shimray emphasized the peaceful coexistence of these various groups within the land.
The TNL believes that implementing a UCC would not be favorable for a nation like India, where diversity is considered the norm. The organization contends that if passed, the proposed code could potentially undermine the foundation of a dynamic nation built upon pluralism and cultural richness.
