UNC Presses Modi on FMR, Border Fence and Stalled Naga Peace Talks, Submits Memorandum

Ukhrul, September 13: The United Naga Council (UNC) has submitted a memorandum to Prime Minister Narendra Modi during his visit to Manipur, welcoming his mission to restore peace and bring healing to the conflict-torn state.

The UNC stated that the Nagas are not a party to the conflict and have maintained principled neutrality while also reaching out to conflicting communities for restoration of peace and normalcy. Expressing confidence that the Prime Minister’s presence would mark a new beginning, the UNC placed two key issues for his consideration.

On the matter of Border Fencing (BF) and Free Movement Regime (FMR), the UNC highlighted that despite repeated memoranda, representations, demonstrations, protest rallies, dialogues and meetings, no positive results had been achieved. Consequently, an indefinite “Trade Embargo” was enforced in Naga areas from midnight of September 8, 2025.

The Government of Manipur (GOM) informed on September 10, 2025, that a tripartite dialogue involving the UNC, GOM and the Ministry of Home Affairs (MHA) would be continued before fencing works were taken up, and requested lifting of the agitation. Taking into account the Prime Minister’s visit, the UNC suspended the trade embargo with effect from 6:00 p.m. on September 11, 2025. The UNC sought the Prime Minister’s personal intervention to review the Border Fencing project and the Free Movement Regime with the Union Ministry and the State Government, so that a “win-win formula” could be evolved in consultation with the Naga people.

The second point stressed was the Logical Conclusion of the Indo-Naga Peace Process. The memorandum recalled that the Indo-Naga Framework Agreement was signed on August 3, 2015, under the Prime Minister’s leadership between the Government of India and NSCN (IM). While describing it as his “legacy to the future” that has already entered the pages of history, the UNC noted that a decade had passed since the signing.

Expressing hope and confidence in the Prime Minister’s leadership, the UNC urged him to bring the historic initiative to its logical conclusion.
