UKHRUL: Social activist and aspiring candidate for the 43-Phungyar Assembly constituency (ST) in the 2027 Manipur Legislative Assembly election, Wungnaoshang Kasar, popularly known as Ashang Kasar, has urged Manipur chief minister Yumnam Khemchand Singh to expedite the implementation of two infrastructure projects worth Rs. 15.46 crore in Kamjong district.
Ashang Kasar, in a memorandum dated October 26, sought the chief minister’s intervention in the improvement of the Kamjong–Phungyar road via Sungra Khunou, estimated at Rs. 10.73 crore, and the construction of transit quarters at Kamjong district headquarters, estimated at Rs. 4.72 crore.
Both projects were approved under the Scheme for Special Assistance to States for Capital Investment (SASCI) for 2025–26, according to the memorandum and supporting Public Works Department (PWD) documents.

The PWD accorded technical sanction of Rs. 10,73,82,380 for the road improvement project and Rs. 4,72,21,901 for the transit quarters.
Ashang Kasar said the road was vital for connectivity and the movement of residents, agricultural produce, essential commodities and patients in the remote hill district. He urged the government to review the project’s status and address any outstanding administrative, technical, financial or tender-related issues.
Citing PWD office memoranda dated September 12 and December 18, 2025, he called for immediate follow-up to ensure the approved road project moves towards implementation.
On the transit quarters, Kasar said adequate accommodation for government officials and visiting personnel was necessary to facilitate official duties, inspections and the delivery of public services in the district.
He further urged the chief minister to obtain a status report from the concerned department and ensure that all pending formalities were completed so that construction could proceed in accordance with the applicable rules.
