CHANDEL: District Hospital Chandel on Thursday became the first hospital in the hill districts of Manipur to operationalize the Scan & Register facility under the Ayushman Bharat Digital Mission (ABDM). The landmark initiative was launched by Hemant Kumar, IAS, deputy commissioner/chairman, District Health Society, Chandel, who graced the event as chief guest during the District Level Felicitation Programme of Kayakalp Award Winners (2025-2026) cum Launching of ABDM Scan & Share held at District Hospital, Chandel.
The programme was presided over by Dr. Joyson Mathew Monsang, CMO/District Mission Director, District Health Society, Chandel, as Functional president, while Dr. Serbum Shakchung Moyon, Medical Superintendent, District Hospital Chandel, attended as guest of honour.

Speaking on the occasion, the chief guest stated that the implementation of the digital system will ensure seamless patient registration, secure health records, and improved access to healthcare services for the people of the district, in line with the vision of Digital India. He congratulated the winners and commended health centres of the Kayakalp Award winners (2025-26), and urged the staff and officials to continue serving and caring for the people with dedication. He further stressed on the significance of the word ‘Kayakalp’, stating that it means transforming the system completely so that it serves its purpose to the optimum.
Dr. Joyson Mathew Monsang recalled the Kayakalp journey of the district since it first participation, and lauded how the health facilities have taken up the challenge by securing awards and commendations in the past years. He applauded the hard work of all healthcare workers, right from Medical Officers to sanitation staff, and urged them to sustain and carry forward quality service delivery. He also appreciated the ABDM state team for making DH Chandel operational under the Digital Mission and for their continued contributions.
In his address, Dr. Serbum Shakchung Moyon reminded that beyond achieving awards and commendations, greater emphasis should be placed on maintaining National Quality Assurance Standards. He emphasized the importance of ABDM in strengthening healthcare delivery in remote and hill areas, and urged the staff to assist patients who are not equipped with technology or smartphones.
Pungsungbam Ibomcha Singh, Nodal Officer (IT), ABDM, Manipur, addressed the gathering and provided details on the functioning and benefits of the digital health initiative for both patients and healthcare providers.
A key component of the programme was the felicitation of health institutions and personnel for their outstanding performance under Kayakalp.

For the year 2025-2026, District Hospital Chandel was conferred the Kayakalp Award in the Eco-Friendly Category, while PHC Komlathabi and AAM Khubung Khullen were also selected as Kayakalp Award winners. In addition, commendation certificates were awarded to District Hospital Chandel, CHC Chakpikarong, and AAMs of Unopat, Tarao Laimanai, Purum Tampak, Khudei Khunou, Paraolon, Leingangching, Larong and Anal Khullen for their exemplary performance.
As part of the programme, cultural items were presented. Village chiefs, SHG representatives, along with staff of District Health Society Chandel participated in the function.
The launch of ABDM Scan & Share at District Hospital Chandel marks a significant step towards achieving a digitally empowered and patient-centric healthcare system in the hill districts of Manipur.
