Ukhrul, Feb 25: The Governor of Manipur has approved the promotion of Immanuel K. Muivah, an Indian Police Service (IPS) officer from the 2000 batch, to the position of Additional Director General of Police (ADGP).
The decision follows the recommendations of the Screening Committee meeting held on February 22. An official order from the Department of Personnel and Administrative Reforms (Personnel Division) confirmed that the appointment is effective immediately.

The official order was issued under the authority of the Governor by M. Rabichandra Singh, Under Secretary (DP), Government of Manipur. Copies have been distributed to key officials, including the Secretary to the Governor, the Chief Secretary, and the Director General of Police, Manipur.
Immanuel K. Muivah, better known as Dr. I.K. Muivah did his graduation and post-graduation from St, Stephen’s College, Delhi University. He was a member of the College Social Service Society (SSS) which involves reading to blind students. He also served as college Chess Captain and was a prize winner of prestigious Delhi University Mukarji Memorial Debate in 1991. Dr I.K. Muivah had undergone training with United Nations at Centre of Excellence for Special Police Units (CoESPU) in Vicenza, Italy in 2006. He has also undergone Mid-Career Training Programmes (MCTPs) in Sydney, Australia and Cambridge University, UK.
He was awarded the Police Medal for Meritorious Service in 2018 by the President of India. Dr I.K. Muivah began his social service at the young age of 15 when he served as Chairman of Tangkhul Baptist Youth Fellowship, New Checkon in 1985. After clearing UPSC Civil Services Examination in in 2000 securing 199th rank, he was allotted IPS, Manipur-Tripura Cadre. He also served as elected Chairman of Officers’ Club, Lal Bahadur Shastri National Academy of Administration, Mussoorie in 2000 during the combined Foundation Course for IAS, IFS,IPS,IFoS and Group A Services. Dr I.K.Muivah lifelong, deep concern for the poor and under-privileged sections of society is seen in his ongoing numerous contributions to society.

Dr I.K. Muivah is well known for undertaking prisons reforms of Jails when he was posted as SP, for both Manipur Central Jail, Sajiwa and Manipur Central Jail, Imphal from 2011 to 2013. Among some of them was the introduction of the Indira Gandhi National Open University inside the prisons which provides free education for the prisoners and can be continued free of cost even after they are released from prison. Improving the food quality and curbing of smuggling illegal items inside the prisons where the SP himself was made to be frisked by jail security was taken up. The First Prison Gym in India was opened in Manipur Central Jail, Sajiwa with the donation of equipment from CNN-IBN award winner RK Viswajit of Animal Gym. Music section, painting section, handicrafts, tailoring and spiritual counselling were introduced besides sports, farming and gardening for inmates. Food quality was constantly checked and special regular arrangement of medicine for HIV inmates were arranged together with JNIMS hospital. The prison Library was refurnished by allowing donation from individuals and institutions which received a wide response. More than 80 forty-five days modules of Art of Living Yoga courses were conducted through Roshni Sharma’s team for improving the health and well-being of the inmates. The reform undertaken inside the prisons was ably documented in the film “Anouba Khongthang” (New Step) which was released in the year 2013.
