The notice, signed by Deputy Commissioner L.N. Kashung, highlights that, despite prior notifications under Section 3A of the National Highway Act, 1956, and resolutions adopted at a meeting on May 7, 2025, illegal structures have continued to come up. The meeting between the Deputy Commissioner and Village Authority members had agreed to the voluntary removal of such structures by May 30, 2025; however, the illegal structures still stand within the proposed RoW of the Package-1 stretch, possibly obstructing the ongoing/proposed widening works on National Highway-102A.

Further, the Executive Engineer (Zone NE), Ministry of Road Transport & Highways, Government of India, had also raised concerns about the hindrance caused by these unauthorized constructions along the Package-I stretch of the highway, the order stated.
