The Manipur government on Tuesday extended curfew for another four days till August 7 in Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Churachandpur and Chandel district on the ground that COVID-19 positivity rate is still high in these districts.
Activities permitted in the previous State government orders on July 19 and July 27 will continue to be permitted during the curfew.
While in the remaining nine districts of the state namely Ukhrul, Pherzawl, Kamjong, Jiribam, Kangpokpi, Senapati, Noney, Tamenglong and Tengnoupal, there will be “night curfew from 6 pm to 5 am,” an order issued by chairman of State Executive Committee on Tuesday said.
Unavoidable customary and religious rituals can be performed in open sheds by restricting the number of invitees to only 20 in the nine districts, the order mentioned.
Dedicated teams of police department and health department shall strictly monitor the containment zones.
Fresh cases of COVID-19 infections shall be isolated as soon as possible and brought to Covid care centres and the Health department shall arrange a mobile medical team for regular health checks. Health departments are also instructed to scale up vaccination, contact tracing and testing by providing additional manpower, mobility support and IEC-Advocacy, it further stated.
The Order has also directed Deputy Commissioners to issue necessary orders and Superintendents of Police to take necessary action to implement the orders strictly.
It may be stated that amid high surge in daily detection of COVID-19 virus, the state Home department has extended curfew for another seven days effective July 28 till August 3 in the entire areas of Manipur as the prevailing state situation demands stricter measures to contain the spread of virus.
According to the Order, the following activities are permitted in nine districts of the State:
The order stated that “offices of the state government and Centre government” can be opened with physical attendance of Group A officers and 15 per cent of the remaining staff by taking “adequate precaution and strictly following Covid appropriate behaviour.”
All employees working in Information and Public Relations, Power, Fire Service, Public Health and Engineering department, Consumer Affairs Foods and Public Distribution, Health, Forest, Environment and Climate Change and Treasuries and Police departments and district administration are to function normally, it stated.
Offices of Insurance Companies are permitted to open with limited staff on Monday, Wednesday and Friday from 10 am to 2:30 pm.
Postal services will be allowed with limited staff on Monday, Wednesday and Friday from 10 am to 2.30 pm including delivery of medicines, medical equipment and posts.
It mentioned that banking services with limited staff on Monday, Wednesday and Friday from 10.00 am to 2.30 pm for urgent government and non-government transactions only. ATM services including refilling of cash in ATMs are also allowed, it added.
All healthcare facilities, including animal healthcare, hospitals, clinics, nursing homes and movement of healthcare workers are permitted to open. Opening of all pharmacies and opticians including those selling veterinary medicines are permitted.
All agricultural and Horticultural activities are permitted, it stated. Opening of shops and establishments dealing with inputs like fertilizer, seeds, pesticides, mechanical tools, fish feed and animal feed, it added.
It stated that rice mills and bakeries can be opened subject to taking adequate precaution and strictly following Covid Appropriate Behaviour.
Opening of Petrol pumps and LPG outlets and movement of staff of IOCL, opening of spare parts shops, opening of vehicle workshops of goods trucks, Petrol tankers, LPG bullets etc from 9 am to 3 pm on all days taking adequate precaution and strictly following Covid Appropriate Behaviour are permitted.
It stated that stationery shops and authorized service centres of mobiles and personal computers are allowed to open from 10 AM to 2 PM on Monday, Wednesday and Friday.
Local vegetable vendors are allowed to open from 7 am to 10 am for purchase by the locals on Sunday, Wednesday and Friday, it stated.
The vegetable vendors should be seated at least six feet away from one another in spaces marked by district administration and they should wear masks all the time, it added.
Only one out of three grocery shops of the total shops/vendors in one location shall be allowed to open on rotational basis from 7 am to 10, it further stated.
Shops selling fish, poultry and poultry products are permitted from 8 AM to 11 AM on Monday, Thursday and Saturday. Shops selling milk and fresh milk products will be permitted every day from 6 AM to 9 AM, it stated.
It mentioned that hotels for lodging will be allowed to remain open with minimum staff. Restaurants are to remain closed. Home delivery of various goods and services (food items, vegetables, groceries, medicines, etc) including e-commerce platforms are permitted, it added.
NREGA and PMGSY activities of Rural Development and Panchayati Raj, railway projects, NHIDCL projects, Asian Development Bank(ADB) projects, New Development Bank(NDB) projects of PHED and other important projects of the government will be allowed to function, the order added.
