UKHRUL: Following a protest rally in Imphal, the Naga People’s Union Imphal (NPUI) has submitted a seven-point ultimatum to the Chief Minister of Manipur, demanding action regarding the abduction and holding of Naga civilians as hostages by suspected Kuki armed groups.
In the memorandum, the NPUI alleged that armed “Kuki terrorists,” operating under the Suspension of Operation (SoO) agreement, took hostage 20 innocent Naga civilians from Konsakhul (Kansaram) near Leilon Vaiphei village. This incident occurred in collaboration with the Chief of the Leilon Vaiphei Village Authorities on May 13. Although 14 women were released on May 15, 6 men remain unaccounted for, and their whereabouts are still unknown.

“In view of the matters cited above, and considering other grave instances, the Naga Peoples’ Union Imphal is constrained to place the following points of demand for urgent intervention and necessary action,” the NPUI said, listing the following demands:
1. Initiate immediate necessary action against the armed Kuk cadre terrorists under SoO involved in the abduction of the innocent Naga civilians, arrest the culprits, and put them to trial in the court of law under the IPC.
2. Immediately arrest Laboi Vaiphei, Chief of Leilon Vaiphei village, members of Leilon Vaiphei Village Authorities, and women-folks who colluded in taking hostage the six (6) innocent Naga civilians, including two Pastors.
3. Launch an operation for the rescue and release of the innocent Naga civilians still held captive by the armed Kuki cadres under the SoO pact.

4. Deliver justice for Late Wilson Thanga Chiru Naga Dolang village, who was ambushed and shot dead by Kuki terrorists along with two (2) other civilians who were injured near Joujangtek village, Noney District, Manipur on the 13th of May 2026.
5. Deliver justice for Late SW. Chinaoshang and Late Yaruingam Vashum, who were ambushed near TM Kasom Roudei, under Litan PS, Ukhrul District, Manipur, on the 18th of April 2026.
6. Immediately drop Deputy Chief Minister, Nemcha Kipgen from the Council of Ministers as her husband, S.T. Thangboi Kipgen @ Semtinthang Kipgen, is the Chairman of the Kuki National Front-Presidential (KNF-P) and the United Peoples’ Front UPF), an umbrella body of 7-8 armed Kuki groups under SoO he is allegedly responsible for the abduction of the 20 innocent Naga civilians, of whom six (6) are still detained in his custody.

7. Abrogate the Suspension of Operation (SoO) agreement and deport the Kuki refugees.
Additionally, the NPUI extended its deepest gratitude to every individual, village authority, student body, church, and civil body who joined the ‘Peaceful Mass Rally’ today in Imphal from Tribal Market to the Chief Minister’s office. “Your presence in traditional attire, your discipline, and your united voice for the safe release of our 6 Naga civilians reflected the true spirit of ‘Truth Prevails,” the union said. Further, it thanked the traffic, security forces, rally volunteers, including those from the Tangkhul Katamnao Long and Naga Welfare Manipur University, and media houses.
