IMPHAL, NOVEMBER 12: The Anal Lenruwl Tangpi (Anal Students’ Union) has submitted a detailed memorandum to Ajay Kumar Bhalla, the Hon’ble Governor of Manipur, urging urgent intervention to address the long-standing grievances of Chandel District, the lone aspirational district of the state and to bring it on par with other districts of Manipur.
The Union, representing students of the Anal tribe and other Scheduled Tribe communities, highlighted a range of developmental and administrative lapses that continue to hamper the district’s education, healthcare, and infrastructure sectors.

In the memorandum, the Union drew the Governor’s attention to 12 key demands, including:
• Setting up SSC (CHSL & CGL) Examination Centres at Chandel headquarters, along with a 100-computer capacity test centre and a coaching facility to help economically weaker students.
• Filling up vacant teaching and non-teaching posts at United College, Lambung, which currently operates with only 31 of its 69 sanctioned teaching staff. The Union also requested two college buses for students and staff.
• Approval for Anal language textbooks for Classes XI and XII under the Council of Higher Secondary Education, Manipur, which has been pending since July 2025.
• Completion of 50-bedded boys’ and girls’ hostels at Maha Union Higher Secondary School and filling up vacant posts at Chakpikarong Higher Secondary School, especially in science and humanities subjects.
• Early completion of Eklavya Residential Model School at Wangkhera village, which could serve displaced students from the unrest-affected Sugnu area.
• Immediate construction of Kendriya Vidyalaya at Chakpikarong, stalled since land allocation in 2018.
• Timely release of ST scholarships under the National Scholarship Portal (NSP) for 2024–2025, which have yet to be disbursed.
• Construction of a Scheduled Tribe Boys’ and Girls’ Hostel at Panchai village to address accommodation shortages for students coming from remote villages.
• Upgrading healthcare facilities at Chandel District Hospital, including the installation of MRI and CT scan equipment, recruitment of specialist doctors, and completion of the ongoing 100-bedded hospital project.
• Construction of a ring road connecting Chandel to Chakpikarong via key villages to improve connectivity and security in the region.
• Reorganisation of police jurisdictions to align with district boundaries, as several villages under Chandel fall under police stations of other districts like Sugnu and Tengnoupal, causing administrative confusion.

The Union stated that Chandel, home to ten Scheduled Tribe communities, remains one of the most socio-economically backward regions in Manipur despite its inclusion in India’s 112 Aspirational Districts list.
The memorandum concluded with a plea to the Governor to look into these grievances and ensure that the district’s long-neglected issues are addressed “in the interest of justice.”
